Building metropolitan governance capacity

The case of the Communauté métropolitaine de Montréal

This article is about building metropolitan governance capacity. Based on the case study of the Communauté métropolitaine de Montréal (the Montreal Metropolitan Community), the authors seek to understand how this new metropolitan institution develops its capacity to manage metropolitan issues. What factors influence metropolitan governance capacity? What are the impacts of actor behaviour, incentive structures, and political leadership on that capacity? Specifically, results focus on two of the CMM's areas of responsibility: land-use planning, and social and affordable housing. Based on the analysis of official documents of the CMM (its act of incorporation, activity reports, budget, etc.) and thirteen interviews with elected municipal officials and public servants, the authors show that the building of metropolitan governance capacity is influenced by the interactions between those three factors, as well as by other elements specific to each context. Sommaire : Dans cet article, nous nous intéressons à la construction d'une capacité de gouvernance métropolitaine. En se basant sur l'étude de cas de la Communauté métropolitaine de Montréal (CMM), les auteurs cherchent à comprendre comment cette nouvelle institution métropolitaine développe sa capacitéà gérer les enjeux métropolitains. Quels facteurs influencent la capacité de gouvernance métropolitaine? Quelles sont les incidences du comportement des acteurs, des incitatifs et du leadership politique sur cette capacité? Nous avons étudié, plus spécifiquement, deux des compétences de la CMM : la planification de l'aménagement du territoire et le financement du logement social et abordable. Suite à une analyse des documents officiels de la CMM (sa loi constitutive, ses rapports d'activités, ses budgets, etc.) et après avoir mené treize entrevues avec des élus municipaux et des fonctionnaires, les auteurs démontrent que la construction d'une capacité de gouvernance métropolitaine est influencée par l'interaction entre ces trois facteurs, ainsi que par certains autres éléments propres à chaque contexte
