THIS is the sort of history book which is supposed to have gone out of fashion. Massive, scholarly and based on a deep familiarity with the primary and secondary material, it provides what is indisputably the most detailed and authoritative single-volume account of European international history in the fifteen years following the end of the First World War. The scale of the task, one senses from the Introduction, came close on more than one occasion to defeating its author. She remarks wryly on the many years that have passed since Alan Bullock commissioned her to write an account of inter-war diplomacy and thanks a wide range of colleagues, funding bodies and publishers for their assistance and forbearance in bringing the work finally to fruition. Its publication is, however, above all a personal triumph and one that, together with the promised companion volume on the years from 1933 to 1939, emphatically affirms Zara Steiner's status as the pre-eminent historian of inter-war international affairs
