The energy scene external to the US is analyzed as a basis for selecting policy options that will have the optimum long-term value rather than responding to current, perhaps too-emotional, political concerns. The emerging linkage between energy production and consumption is analyzed in Part I on both a national and international level to see how interdependence has developed. The energy policies of five political systems are analyzed in Part II to see how other nations handle similar problems within differing political economic, and geographical environments. Thirteen authors contribute their views to the discussion. (DCK)
