Development of trade rules for international telecommunications within the ongoing General Agreement on Tariffs and Trade (GATT) negotiations and the recently- concluded North American Free Trade Agreement represent a significant shift in policymaking. Historically, telecommunication has been the responsibility of national governmental authorities, whether through public sector service provision or regulation. However, the increasing incorporation of communication and information resources into the transnational corporate economy in the past two decades has prompted efforts to shift control to the private sector.
