This essay examines the debate between the mainstream and critical scholars on new communication technologies and Third World development. It concludes that these perspectives, with contrasting epistemological, theoretical, and methodological positions, are incompatible. The writer suggests the construction of a theoretical model of new communica tion technologies and development based on the critical perspective
