These two essays by Alton Frye of the Council on Foreign Relations and David Leyton-Brown of York University were presented as the introduction to a panel discussion on American foreign policy at the October igg2 Foreign Policy Conference of the Canadian Institute of International Affairs. The two authors were invited to address the extent to which the end of the Cold War had created a unipolar moment' the emergence of the United States as the sole superpower and whether in future the foreign policy of the United States was likely to become more isolationist or more interventionist in orientation.
