Eastern Europe does not occupy a high place on the current international agenda. But crises there have disrupted EastWest relations at regular twelve-year intervals in the postwar period. In 1956 there was the Hungarian revolution, in 1968 the Prague Spring, and in 1980 the rise of Solidarity in Poland. There are signs that the next popular upheaval in the region may erupt before 1992 and that its magnitude may even surpass that of those past. Thus, unless more attention is given to Eastern Europe and the new crisis defused while there is still time, the region may again prove a serious impediment to progress in EastWest diplomacy
