New Zealand foreign policy is at present in the process of changing into some as yet unidentified species after spending twenty years in a fairly rigid cocoon. It is the purpose of this article to describe and as far as possible explain the changes that can be observed. But it is inescapably a progress report and not an attempt at definitive analysis. To some extent the metamorphosis results from the New Zealand government's own wishes, but in part the changes have been forced upon it by the present fluid and rapidly altering relations between the great powers. It would be a bold commentator who would forecast what the outcome will be
