{Florence Hill was member of an English family with an impressive record in various aspects of Victorian social reform. As time passed, the members of the Hill family grew in social status and declined in reforming zeal. Florence, her sisters Rosamond and Joanna, and her cousin Caroline Emily Clark represented the last stage in the process. As middle class spinsters they expressed their views in an appropriate form, but managed nevertheless to have considerable effect. Florence devoted herself to the promotion of foster care which she did successfully on an international level, and to poor law administration as an early elected woman guardian of the poor. In all of her efforts she saw herself as acting in conformity with the heritage conveyed to her by her father.)
