Why do governments cut their deficits
Towards a sustainable future
Over the past three decades, India's transformative journey through globalization has boosted trade and technological advancements but has also raised concerns about balancing development with environmental sustainability, emphasizing the urgent need for stringent environmental regulations. In this context, this study investigates the impact of trade globalization (TG) and regulatory quality (RQ) on ecological footprints (EF) in India from 1990 t…
Politics in Reforming Taxes
This paper empirically assesses the role of political variables in the implementation of tax reforms in a sample of 45 emerging market and low-income economies over the 2000-2015 period. The existing literature identifies several hypotheses that could drive reforms, but empirical studies that support these hypotheses are lacking. Using a narrative database of tax reforms and by means of binary-type models, our results suggest that a left-wing gov…

Tracking district-level performance in the context of achieving zero indigenous case status by 2027
India has committed to zero indigenous malaria cases by 2027 and elimination by 2030. Of 28 states and 8 union territories of India, eleven states were targeted to reach the elimination phase by 2020. However, state-level epidemiology indicates that several states of India may not be on the optimum track, and few goals set in National Framework for Malaria Elimination (NFME) for 2020 remain to be addressed. Therefore, tracking the current progres…
The dynamic impact assessment of clean energy and green innovation in realizing environmental sustainability of G‐20
In the context of the growth and development process, stability in environmental quality has remained a challenging issue to sustainable development, as several environmental problems, such as climate conditions, anthropogenic global warming, deforestation, and escalating degradation of water and air quality, depict a rising trend. In the contemporary materialistic paradigm, attaining a high economic growth rate while ensuring sustainable consump…
Sustainable energy development through non‐residential rooftop solar photovoltaic adoption
Environmental deterioration and climate change are the key issues nowadays that hinder sustainable development, and the consumption of fossil fuel‐based energy sources significantly contributes to the issues. To achieve Sustainable Development Goal‐7 concerning sustainable and clean energy development, deploying non‐conventional energy sources is crucial. Solar energy is considered a significantly clean and sustainable energy source among renewab…
India may need an additional metric to assess the endemicity of malaria in low surveillance districts
India’s National Framework for malaria elimination is essentially dependent on Annual Parasite Incidence (API). API is the primary criterion for classifying states and districts into different categories: intensified control, pre-elimination, elimination, prevention and re-establishment of malaria. However, API’s validity is critically dependent on multiple factors, one such important factor is Annual Blood Examination Rate (ABER) and is often co…

Electromyographic frequency spectra analysis to investigate influence of flip flop footwear on leg muscles during flexed knee heel rise task
Context: Contemporary wide variety of footwear is one of the main reason for increased incidence of Achilles Tendon Disorders (ATDs). Introduction: Flexed knee heel rise (FKHR) task is exploited clinically to evaluate and rehabilitate Soleus (SOL) muscle. FKHR is done in variable footwear without considering its influence on muscles. Information is lacking about footwear influence on leg muscles in FKHR. This understanding is vital for clinical e…
Do efficiency gains really translate into more budget for health? An assessment framework and country applications
Efficiency has historically been considered a key mechanism to increase the amount of available revenues to the health sector, enabling countries to expand services and benefits to progress towards universal health coverage (UHC). Country experience indicates, however, that efficiency gains do not automatically translate into greater budget for health, to additional revenues for the sector. This article proposes a framework to assess whether and …
Fifteen years later
Economist Peter Heller, writing a seminal paper published in Health, Policy and Planning in 2006, identified five opportunities for expanding fiscal space for health: raising revenue, reprioritizing expenditure, borrowing, using seigniorage and mobilizing external grants. The development of the initial framework marked a significant conceptual advancement in health financing, by situating health reforms within a broader macro-fiscal context. Fift…
Post-monsoon air quality degradation across Northern India
The past decade has seen episodes of increasingly severe air pollution across much of the highly populated Indo-Gangetic Plain (IGP), particularly during the post-monsoon season when crop residue burning (CRB) is most prevalent. Recent studies have suggested that a major, possibly dominant contributor to this air quality decline is that northwest (NW) Indian rice residue burning has shifted later into the post-monsoon season, as an unintended con…

Planned fiscal adjustments
This article analyzes the causes and consequences of fiscal consolidation promise gaps, defined as the distance between planned fiscal adjustments and actual consolidations. Using 74 consolidation episodes derived from the narrative approach in 17 advanced economies during 1978–2015, the paper shows that promise gaps were sizeable (about 0.3% of gross domestic product per year or 1.1% of gross domestic product during an average fiscal adjustment …
Does Conditionality Mitigate the Potential Negative Effect of Aid on Revenues
This paper assesses whether conditionality in IMF-supported programmes has helped offset the potential negative effect of foreign aid on tax revenues. The analysis – carried out on panel data covering 1993-2012 for 111 low- and middle-income countries – shows that growing use of revenue conditionality by low-income countries partially offsets the depressing effect of foreign grants on tax revenue, particularly on taxes on goods and services. The …

Foreign Aid and Revenue
This paper analyzes the relationship between aid and domestic tax revenues using a more recent and comprehensive data set covering 118 countries for the period 1980-2009. Overall, our results support earlier findings of a negative association between net official development assistance (ODA) and domestic tax revenues, but this relationship appears to have weakened in response to greater efforts at mobilizing domestic revenues in many countries. Brokered livelihoods
Seasonal labour migration is an increasingly important aspect of rural livelihoods in tribal areas of Western India. Such migration can no longer be viewed merely as an adjunct to an essentially agrarian way of life, but has to be seen as integral to the coping, survival and livelihood strategies of tribal farming families. Rural to urban migration is often viewed as a consequence of environmental crisis in which migrants as 'ecological refugees'…
Helping Countries Develop
Fiscal policy can foster growth and human development through a number of different channels. These include the macroeconomic (for example, through the influence of the budget deficit on growth) as well as the microeconomic (through its influence on the efficiency of resource use). But how precisely do these channels work in developing countries? What kinds of tax and expenditure policies should developing countries implement to help them meet th…
