their special concern for low-income students. As Lamar Alexander said, What we're simply trying to do is give people without money more of the same choices of schools that people with money already (quoted in Carnegie Foundation, 1992, p. 3). Numerous commentators have received these promises with incredulity. Even though many current choice proposals target low income families, critics have tended to view this as a strategic means of making choice acceptable to its opponents (Lowe, 1992, p. 30). However, the credibility of choice proposals focusing upon low income groups has been recently bolstered by evidence indicating a growing movement of African American and Latino/a inner city parents favoring choice. Not only do increasing percentages of surveyed inner city parents favor choice, but political movements for choice have featured coalitions of African American and Latino/a parents with Republican choice reformers (Carl, 1996). Thus choice proponents' reassurances that they are concerned with improving the educational circumstances of low income parents have been given a patina of plausibility.
