The governmentalisation of personal digital archives in asylum procedures
Asylum bureaucracies in Europe are undergoing processes of digitalisation, including the use of new digital data sources to inform decision-making in refugee status determination. The extraction of asylum seekers’ smartphone data, based on new policies across Europe, testifies to an intensified struggle for epistemic authority and reignites questions about the politics of knowledge production. The aim of this article is twofold. First, it demonst…
Digitalising Asylum Procedures
The smartification and digitalisation of border controls in Europe has been widely associated with the expansion and interoperation of databases like EURODAC, SIS, or VIS. This article examines the legitimisation of a new instrument of dataveillance for retrospective border control, namely smartphone data extraction in asylum governance. In particular, it asks how smartphone examinations could become a legitimate policy instrument in asylum proce…
Policy Entrepreneurs of European Disintegration? The Case of Austrian Asylum Governance After 2015
The re-establishment of border controls in the Schengen Area since 2015 and repeated contestation of the Common European Asylum System have made the policy sector of migration and asylum a topic of growing importance for European (dis)integration research. This article investigates differentiated disintegration and the factors that facilitate member states’ counter-projects to core-EU integration trajectories. Drawing on the concept of policy ent…
What Can Data Justice Mean for Asylum Governance? The Case of Smartphone Data Extraction in Germany
This article takes new digital surveillance policies in European asylum procedures as an occasion to explore possible principles for an ethical use of digital data on asylum seekers. Drawing on three different conceptions of data justice, and considering their respective analytical focus, objectives and principles, it develops an evaluative framework that helps to unpack what just data-driven governance in the field of asylum can mean. Based on t…
A Unique Case of ‘Counting Marks’ Revealed by Tomography on a Middle Bronze Age Sword from Champagneux (France, Savoie)
In the 1960s, a solid-hilted sword dating to the second half of the Middle Bronze Age (1450–1300 BC ) was dredged up in a gravel quarry in the Rhône river at the village of Champagneux (Savoie, France). The sword belongs to the octagonal-hilted swords (German: Achtkantschwerter ). This type, mainly found in the northern Alpine region and southern Scandinavia, was until then unknown in France. X-ray fluorescence ( XRF ) analyses and high-resolutio…
Beyond Legal Status
Migrants with precarious legal statuses experience significant structural exclusion from their host nations but may still feel partial belonging. This article explores two dimensions potentially relevant for this group’s sense of belonging: city-level opportunity structures and public political discourses. Specifically, we examine perceptions of belonging among forced migrants with similarly precarious legal statuses located in Istanbul and Vienn…
