Covid‐19, trade and trade policy
The 2008–2009 global financial crisis was a once-in-a-century financial shock; COVID-19 has been a once-in-a-century public health shock. Both were largely unexpected; both have had massive economic impacts. A cocktail of factors catalysed the global financial crisis, in particular: low-interest rates; boom in subprime lending; the use of derivative assets based on mortgage securities that were treated as essentially riskless in the shadow bankin…

The Economics of Wine – Introduction
To coincide with the 150th anniversary of the famous Bordeaux Wine Classification of 1855, the Centre for Policy Evaluation at the University of Nottingham sponsored a special session at the 2005 RES Annual Conference on the economics of wine. The 1855 classification was completed as part of the Paris Exhibition of the same year as a temporary means to determine which Bordeaux wines would be exhibited. The classification took hold, and is still i…

Firm Heterogeneity, Exporting and Foreign Direct Investment
A rapidly expanding literature on firm heterogeneity and firm level globalisation strategies has developed over the last decade. There are new insights on why some firms export and others do not, why some firms fail to survive in export markets and some choose to produce overseas rather than export. This article provides a synthesis and evaluation of this literature. It reviews both new theories of firms in an open economy context and the extensi…
Funding Higher Education in the UK
Higher education has undergone considerable expansion in recent decades in a number of OECD countries. Expansion has been especially dramatic in the UK where aggregate student numbers have doubled in 20 years. However, over the same period, funding per student has halved in real terms. In the UK as well as in other countries, most notably Australia, innovation to diversify the funding base has taken place. This has included a limited role for fee…
Trade, Investment, Migration and Labour Market Adjustment
Globalization and the growing integration of national markets have had profound effects on the operation of markets, not least labour markets. In this book, a range of leading commentators on globalization and labour markets present original contribution on the interaction between these two areas. This book assesses the impact of globalization on trade, cross-border investment and migration from both a theoretical and econometric standpoint and d…

Regionalism and Gravity
Gravity models have been extensively used to evaluate the trade effects of regional trading arrangements, (RTAs), especially over the last 10 years or so. Questions addressed by researchers include, is there a regional bias to trade and are there identifiable trade affects attributable to RTAs? This paper reviews the evidence extant from this literature and evaluates the modelling and methodological issues confronted when applying gravity modelli…

Who Benefits from Foreign Direct Investment in the UK
The presumed higher productivity of foreign firms and resulting spillovers to domestic firms has led governments to offer financial incentives to foreign firms. We investigate if there is any productivity or wage gap between foreign and domestic firms in the UK and if the presence of foreign firms in a sector raises the productivity of domestic firms. Our results indicate that foreign firms do have higher productivity than domestic firms and they…

Whither Higher Education?’ an Economic Perspective for the Dearing Committee of Inquiry
Higher Education has a vital role to play in raising the levels of the nation's skills and competitiveness and thus enhancing our capacity to generate wealth and improve our quality of life. Policy Forum
Sterling's departure from the ERM in September 1992 was a dramatic event. As with previous exchange rate crises it was preceded by hyperactivity in the foreign exchange markets and superficially at least classical one‐way option speculation. Attempts to maintain sterling within its bounds either by talking it up or by trying to regain credibility via sharp interest rate increases ultimately proved fruitless. In the period since then the UK Govern…

Vertical and Horizontal Intra-Industry Trade
A large theoretical literature has emerged directed at explaining the presence of intra-industry trade (IIT). One of the distinctions which comes out of these models is that between horizontal IIT (where goods are differentiated by attributes) and vertical IIT (where goods are differentiated by quality). In this paper horizontal and vertical IIT in UK trade are disentangled using a unit value dispersion criterion and a range of industry character…

‘True protection’ concepts and their role in evaluating trade policies in LDCs
In many LDCs it is not uncommon to find incentives designed to encourage import substitution activities coexisting alongside incentives aimed at encouraging export activities. This article evaluates a recent approach to evaluating commercial policy which, among other things, highlights some of the implications of simultaneously pursuing import substitution and export promotion. The study develops a model which emphasises the ‘incidence’ of protec…

Fiscal dependence on trade taxes and trade policy reform
The article focuses on fiscal implications of Structural Adjustment Loans (SALs), from an a priori standpoint and by reference to the experience of five countries. Three of these countries have had revenue enhancement after trade policy reforms, and the other two cases experienced revenue depletion. The central point which emerges from the study is that it is not clear that trade liberalisation leads to fiscal enhancement or fiscal depletion. Bot…
