Nationhood in/through digital education
This paper develops a research framework to explore the relationship between nationhood, education, and digital transformation, focusing on nationhood’s manifestation and (re)construction in/through digitalising education. We examine two parallel dimensions of digital technologies, the material and symbolic aspects, combining this focus with a social constructionist perspective on nationalism to relate the discourses and affordances of digital te…
Introduction
Introduction
This special issue offers an exploration of the interaction of datafication and temporality in educational governance and demonstrates the many ways in which this interaction can be framed, theorized, conceptualized, and studied, adopting poststructuralist, sociomaterial, and new materialist frameworks. The special issue defines temporality as manifestations of time in human existance (Hoy in Kitchin, 2023: 4), and touches upon questions of tempo…

The mundane governance of education through time
This article explores national testing in Norway by analyzing technical and bureaucratic documents steering the process of data production. By examining documents through sociological perspectives on time, as well as attuning to the form and genre of the documents, we identify bureaucratic, sociotechnical, and genrespecific ways in which data production is structured to ensure a smooth process of testing. We find that national tests govern (throu…
Timescapes in Childhood Memories of Everyday Life During the Cold War
During the Cold War, linear and future-oriented temporalities were enforced to accelerate social transformation on both sides of the Iron Curtain. Despite efforts to control time by bracketing complex human conditions, children were routinely engaged in everyday activities that followed different rhythms. Building on Barbara Adam’s notion of timescapes and drawing on collective biography research, this article examines different temporal experien…
Introduction to the special issue ‘Return of the nation
This Special Issue of the European Educational Research Journal (Special Issue) contributes to the ongoing debate on the relationship between education, nationalism and populism to enhance scholarly understanding of the construction and maintenance of nationalism. The special issue consists in total of six original articles that cover different sources, spaces and forms of nationalism: banal and virulent, strategic and habitual, reproduced by sta…
The politics of language
This article analyses discussions in the Russian media of the proposal to introduce the Unified State Exam (USE) in English as a mandatory test in the last year of (high) school education 2010s. The decision not to implement the mandatory USE in English was taken in August 2020. In the aftermath of the decision, we investigate the decade-long media debates. Building methodologically on frame analysis, we examine the frames used in the online medi…
Taming the time zone
Nationwide large-scale assessments (NLSA)—an example of cross-border policy mobility—manifest a proliferating means of governing formal schooling. In the Russian context, NLSA takes the form of a compulsory graduation examination called the Unified State Examinations (USE). In this article, we explore how a mobile policy instrument of the NLSA participates in the relational processes of time- and space-making in a particular federated context of …
Rubbing against data infrastructure(s)
The article focuses on infrastructures as heterogeneous assemblages. Our claim is that to examine something as elusive as data infrastructure calls for an epistemological and methodological approach consistent with the fluid ontology of the object of study. Moreover, we assert that there is no position of exteriority from which to critique data infrastructures. Our question is thus primarily methodological: How might we analyse the relational and…
Escaping numbers? The ambiguities of the governance of education through data
This double special issue emerged from our growing concern over the ever wider and deeper quantification of personal and collective life, engendering a world ‘based on continuous calculation at eac
Contextualizing the datafication of schooling – a comparative discussion of Germany and Russia
This paper contributes to a growing body of research on the increasing datafication of schooling, which has become a salient topic in comparative education and education policy research. Specifically, we address the rising scholarly concern about the meaning of (comparing) contexts as bounded localities facing an increasingly fluid and generative process of datafication. This concern is closely related to wider (and also older) calls to denatural…
Established and emerging actors in the national political arenas
Following the analytical framework, the chapter analyses the changing national political arenas in the Brazilian, Chinese, and Russian contexts. It addresses the question of how QAE has changed the roles of national and international actors in policymaking. It uses interviews with representatives of international and national organisations and with individual actors as empirical material and document analysis as background material. It concludes …
Towards Decolonizing Childhood and Knowledge Production
Childhood and Schooling in (Post)Socialist Societies
Interrupting the Coloniality of Knowledge Production in Comparative Education
The article explores the coloniality of knowledge production in comparative education in and about (post)socialist spaces of southeast/central Europe and the former Soviet Union after the Cold War. We engage in a particular form of decoloniality, or what Walter Mignolo terms "delinking," to fracture the hegemony of Western-centric knowledge and enable comparative education to gain a global viewpoint that is more inclusive of different voices. Our…
Revisiting Pasts, Reimagining Futures
Citizenship and Nationality
Citizenship and nationality are commonly treated as synonymous, or, at least, as two sides of the same political coin. The bundling of the terms is essentially a product of the modern territorial nation‐state and the ideology of nationalism, which asserts congruity between the state and the nation. This entry provides an overview of the different political processes and ideological beliefs at the background of this development. It also discusses …
Elastic numbers
This article is motivated by interest in the deployment of massive numerical information produced by national examinations in the practices of control and steering. It examines how data generated in the compulsory school graduation examination in the Russian Federation connect together different actors within the education system and beyond, and the nature of the relationships so formed. These questions take as their unit of analysis the relation…
Quality of Education and Its Evaluation
The article describes and critically analyzes how Russian education researchers approached the topic of quality evaluation in education between 1990 and 2014.Evaluation and quality have grown into major policy issues in education across the world, simultaneously acting as powerful steering mechanisms on national and transnational levels.Russia is no exception to this global phenomenon, but little is known about how Russian education researchers d…
Russia as a returning donor – four roles in development assistance to education
This article analyses the role of Russia in development assistance to education in light of the changing architecture of development assistance – the variety of positions identified with both ‘new’ and ‘old’ donor countries. We shed light on Russia's aims and agenda in the field of development assistance in general and specifically within the Russia Education Aid for Development programme, initiated in 2008 by agreement between the World Bank and…

Citizenship education in Ukraine and Russia
This paper examines the discourses framing citizenship education in Ukraine and Russia from perestroika to the present and assesses the role of the Council of Europe in promoting democratic citizenship in both countries. We argue that there is a tension between the discourses of active citizenship, strongly disseminated by international agencies (the Council of Europe in our case), and national consolidation, pursued by Ukraine and Russia since t…
