It’s déjà vu all over again
The COVID-19 pandemic has already disrupted large swathes of the global economy, threatening the growth models of major oil and gas producer countries like Russia. A collapse in oil prices, triggered by the pandemic, once again exposed Russia's enduring susceptibility to sharp falls in oil and gas prices. We argue that this decline in oil prices came at a time when tectonic shifts in global energy markets had already threatened to reduce the valu…
The Aboriginal trauma narrative and Roeg’s Walkabout
Marshall’s Walkabout and Nicolas Roeg’s adaptation of that novel appeared at different points in Aboriginal trauma narrative constructions. Works often appear before a trauma narrative is complete. In this article, I employ an analysis of the imperial gaze as a way of evaluating the two works. I investigate Nicolas Roeg’s 1971 adaptation of the novel in the context of the evolving Australian Aboriginal trauma narrative and also in the context of …
The State of the Russian Economy
This article describes the present condition and near‐term prospects of the Russian economy and analyzes the major influences contributing to its current weakness. It then draws attention to the domestic, structural problems faced by Russia and assesses the political obstacles to their solution
Russia’s Accession to the World Trade Organization
Two noted British economists survey a range of issues linked to Russia's forthcoming accession to the World Trade Organization (WTO) and its implications for the Russian economy. They describe the far-reaching commitments Russia has undertaken in the realm of tariffs, non-tariff barriers, and openness to inward investment, identifying factors that tend both to support and challenge realization of these commitments. They follow with a brief histor…
Russia
Examination of Russia's experience of the economic crisis and its future economic prospects reveals evidence that the sharp fall in GDP in 2008–9 was the result of the business world's perceptions of risk, conditioned by institutional weaknesses; it cannot be blamed simply on the fall in oil prices. Analysis of sources of growth, and of policy and reform options, indicates that the development of Russian GDP in 2010–20 is likely to be slower than…
Russia's Inward and Outward Foreign Direct Investment
A prominent British economist reviews the recent growth, partner-country composition, and sector composition of foreign direct investment in and out of Russia from a comparative international perspective, based on UNCTAD and Central Bank of Russia data as well as selected case studies. Two hypotheses are tested: that foreign policy significantly affects the host-country pattern of Russia's outward foreign direct investment (OFDI) and that domesti…
The Resistible Rise of State Control in the Russian Oil Industry
A noted British specialist on Russia's economy reviews the rise of direct state control in that country's oil industry in light of international experience. The author notes Russia's unusual position among major oil-exporting countries in the extent of private ownership of its oil industry. The expansion of the country's state-controlled companies is analyzed and discussed, along with the relationship between state and private oil companies opera…

Observations on the Costs of the Yukos Affair to Russia
A prominent senior British specialist on the Russian economy reviews some consequences of the Russian state's dismemberment and partial re-nationalization of the Yukos oil company. The implications for state interventionism of Russia's engagement in international markets are assessed, and the effects of market feedbacks to Russian policymakers analyzed. Also considered is the question of whether Russian economic structure is changing in ways that…

The relation between economic reform and growth is examined in light of international comparative data. The implications of the Yukos affair for Russian policy and performance are reviewed by the author with particular regard to property rights and business expectations. history it engages. A look at representative events in such history illuminates the film's political logic. In Dark Ghetto, a 1965 study of the relationship between the dominant culture outside of the racial ghettos and the large number of urban Blacks who had migrated out of the South, or who were the descendants of African Americans who had migrated out of the South into the big urban centers of the North, Kenneth Clark argued that the economy …

Barriers to long-run growth in Russia
Russia's economic adjustment to the fall of communism has been notoriously troubled. The output recovery since 1998 is widely judged to be fragile. What is less often noted is that Russia is far from unique in its 'transition' troubles. In this paper the main hypotheses put forward to account for Russia's transition difficulties are reviewed in the context of economic change in all ex-communist countries. Accounts relying on (unexplained) mistake…
The Russian Economic Crisis and the Future of Russian Economic Reform
THE RUSSIAN ECONOMIC CRISIS OF 1998 began soon after the 'coming Russian boom' had finally been sighted. Officially recorded output (GDP), after declining continuously from 1989 through 1996, had shown a marginal increase of 0.9% between 1996 and 1997. Consumer price inflation had been brought down from 224% in 1994 to 11% in 1997. It slowed further in the first half of 1998. At first sight, this steep reduction of inflation seemed to have been a…

THIS ARTICLE IS A REVIEW OF THE ECONOMIC SITUATION AND PROSPECTS of an 'emerging' Russian province, Samara. The account of a single region will serve as a basis for formulating testable hypotheses about the factors influencing the differences in economic adaptation amongst Russian regions. The Soviet Union and World shipping
The growth of the Soviet merchant fleet since the mid-I95os has been striking. Total fleet tonnage has increased by as much as a third in some years, and the Soviet fleet had risen to the rank of sixth-largest flag fleet in the world by the end of I968 (see Table i). Soviet sources give (in deadweight tonnage and slightly different definitions from those of Table i) plan targets for a fleet of 3 million tons in 1970 and 17-18 in I975.1 Like other…

Soviet imports of primary products
The aim of this article is to assess the nature and likely future development of the Soviet market for raw cocoa. This may seem an unduly esoteric and unpromising exercise, but I believe the results have considerable general interest. Cocoa is one of a number of tropical primary products for which Soviet and East European demand has come to be of substantial importance from the points of view both of producer countries and of other buyers on the …
