Interactions among energy consumption, CO 2 , and economic development in European Union countries
Sustainable development has become a major problem in European Union (EU) countries. This has prompted many researchers to examine a broad range of interactions among sustainable development indicators. This study uses the variance decomposition and cointegration approach to assess the causal relationship among energy consumption, CO 2 emissions, and economic development (gross domestic product [ GDP ], foreign direct investment [ FDI ], net expo…
Between the Lines of the Vienna Convention? Canons and Other Principles of Interpretation in Public International Law
UN Convention on State Immunity
The eventual product of the International Law Commission's (ILC) work on state immunity hasbeen in the form of a Convention. This prompts the question whether widespread ratification (or accession etc) will be necessary for clear rules of international law on state immunity to become firmlyestablished or whether a substantial codifying effect could be achieved even if the Convention does not attract a great number of parties. The latter has somet…
Revising the Law of Carriage by Air
For most international travellers by air the Warsaw Convention, if it impinges on their consciousness at all, probably only raises a faint association with limitation of liability and with warning notices in various sizes of print on a passenger's ticket or ticket envelope. Only the most serious dearth of alternative reading, lack of airport facilities or unusual curiosity would be likely to induce an air traveller to read all the conditions and …
Treaties and Treaty Materials
Many, if not most, matters regulated by international law tend now to bring into issue obligations under treaties. Yet even if a dispute centres on interpretation of a particular treaty provision, the text of the treaty will not necessarily be the sole consideration. More often than not tribunals look to preparatory work of a treaty, sometimes almost as a first resort rather than as a subsidiary means of interpretation; and both formal and less f…

William Roy, Surveyor and Antiquary
William Roy's life and achievements have never yet received the recognition they deserve. Of humble parentage and with little education, before the age of 30 he had played a major part in the mapping of the whole Scottish mainland on the scale of one inch to one thousand yards. The Roman antiquities in Scotland attracted his attention and he became the leading authority on them of his time; he was elected a Fellow of the Society of Antiquaries in…

The First Map of Rockall
The tiny uninhabited island of Rockall, less than 20 m high, situated in the Atlantic Ocean about 300 km west of St. Kilda, has been formally part of the United Kingdom since 1955. Except with the aid of helicopters, landings are very difficult. In 1971, the summit of the rock was removed to enable an automatic navigation light to be installed in 1972. From information obtained on these and earlier visits, and air photographs, Mr. G. S. Holland h…

The International Map of the Roman Empire
The history of the Tabula Imperii Romani is traced from the background to O. G. S. Crawford's original proposal, in 1928, for a map linked to the project for the International Map of the World (IMW), up to 1972. The sheets pub? lished are noted in chronological order, and the changes in the administration are reported. Good progress was made in the first six years, with eleven sheets published, but the next nineteen added only two more. Delays an…
