The Polish Sejm can be regarded as a minimal parliament. Here, through data that pertain to the Sejm's composition, committee structure and activities, and the actions taken by Poland's parliament on legislation, the potentials and limits for a minimal parliament are examined. While the Sejm's evolution to a more influential posture is not assured, evidence is found to suggest that the parliament's capacity to influence policy formation and administration has been strengthened by the development of its internal composition and organization
