The Impact of Predisposed Traits and Organizational Factors on the U.S. Federal Employee Perception of Whistleblowing
Whistleblowers play a critical role in revealing organizational wrongdoing. Even after the passage of the 1989 Whistleblower Protection Act and the 2012 Whistleblower Protection Enhancement Act, numerous studies find that public employees are still reluctant to report wrongdoing due to various forms of retaliation. Drawing on insights from a framework of predisposition and environmental perspectives, this study examines which type of factors—pred…
Internet usage of local government employees
Using data from a survey, this study investigates how local government employees use the Internet to carry out their day-by-day work. Our survey reports that most employees use the Internet to download information, communicate, and perform routine tasks. Many of them use the Internet for personal purposes at work. We also test seven hypotheses to explore different variables that may explain the Internet use of government employees. The results sh…
Work‐Family Balance and Job Satisfaction
We use the 1991 Survey of Federal Government Employees to test a theoretical framework regarding the relationships between work and family demands, family‐friendly policies, satisfaction with work‐family balance, and job satisfaction for diverse groups of employees with different personal and family needs. We find that a variety of policies widely presumed to be “family friendly” were used to varying degrees by disparate groups of federal employe…
Compliance with government mandates
In 1988 Congress passed the Worker Adjustment and Retraining Notification Act, which mandates private-sector employers with 100 or more workers to provide advance notice 60 days before plant closings and mass layoffs. Literature review suggests that the compliance with this law is likely to be weakened due to two design problems of the law: (1) exclusions and exemptions under the law; (2) use of adjudication as the primary enforcement tool. Using…
Analysis of Job Satisfaction of the Federal White-Collar Work Force
The purpose of this study is to extend previous work on job satisfaction to identify major job and organizational factors as well as individual characteristics that affect employee job satisfaction, especially among the federal white-collar work force. Using the Survey of Federal Employees, the study shows that job characteristics such as pay satisfaction, promotion opportunity, task clarity and significance, and skills utilization have consisten…
Impact of State Medicaid Program on AFDC Participation
To help low-income households meet their medical needs and remain off welfare programs, many states provide a so-called Medically Needy program. Under this program, low-income women with dependent children who meet all criteria for categorically needy assistance, but who do not participate in AFDC, may qualify for Medicaid. In this study, I develop a model based on the economic theory of income-leisure tradeoff and use the data reported in the Su…

The Impact of Advance Notice
N our recent study (ILR Review, July 1991), using data from the 1988 CPS Displaced Workers Survey, we found that workers who were given at least 60 days' written advance notification of layoffs due to plant closings or relocations had significantly lower reemployment earnings losses and a lower probability of experiencing positive unemployment spells than did other workers. The implication from the results of our study was that the hardships suff…
The Impact of Advance Notice of Plant Closings on Earnings and the Probability of Unemployment
The authors analyze data from the 1988 CPS Displaced Workers Survey to assess the effects of written advance notice of plant closings on post-displacement employment and earnings. The results suggest that notification was effective in reducing reemployment earnings losses and the probability of post-displacement unemployment only when it was given at least two months before the plant closing. This finding, the authors conclude, confirms that the …
