  • Policy Issue Networks and the Public Policy Cycle

    James E Skok•ARTICLE•Public Administration Review•1995

Public administration has been influenced substantially in recent years by the public policy cycle literature--a fact which is illustrated by the rich contributions of the growing number of policy implementation studies. This research strain can be said to assume a functionalist approach to the discipline. By contrast, another recent strain in the literature, the growing body of policy issue network studies, is nudging the discipline in the direc…

  • Theory of Strategic Action for Public Policy

    Open Access•James E Skok•ARTICLE•The American Review of Public…•1990•References: 9

Strategic scenarios, concepts that assist business managers in developing market interventions, represent the action component of strategic management. In some fields of public policy (especially national defense and electoral politics) scenarios have been discussed for years. In this article I review relevant literature from business strategy, public policy, and bureaucratic politics to help construct a theoretical paradigm on which…

  • Budgetary Politics and Decision-Making

    Open Access•James E Skok•ARTICLE•Administration & Society•1980•References: 7

In this article, a study of the budget process in Pennsylvania state government over the two fiscal years 1975-1976 and 1976-1977 is conducted in an effort to develop a hypothesis which accurately reflects the empirical events of the actual process during that period and which takes into account other recent empirical research findings. It is concluded that in state government budgeting there are two distinct styles of budgetary decision-making- …

  • Federal Funds and State Legislatures

    James E Skok•ARTICLE•Public Administration Review•1980

As problem-solving institutions in modern American society, state legislatures hold great potential for developing solutions to the vast array of public policy problems facing our nation. In the public's perception, however, the performance of the 50 legislative bodies has not been impressive. The Citizens Conference on Legislatures observed in 1971 that State legislatures would undoubtedly rank low on most Americans' lists of governmental instit…
