Street names are mundane media through which the past is commemorated and introduced into the public sphere. Viewed from a semiotic perspective, street names constitute a spatial-text produced over time, capturing the political, social and cultural climates in which it is formed. In this article we propose an analysis of street names in four Israeli towns of different social, political and demographic backgrounds. The study is based on a two-stag…

  • Strategies under a New Electoral System

    Open Access•Efraim Torgovnik•ARTICLE•Party Politics•2000•Cited by: 5•References: 7

Structural systemic factors, including a tie between the two major political blocs in Israel and the change to direct election of the prime minister, generated an on-line personal campaign, making memory-based retrospective assessment of the positive past performance of Labor and its candidate, Shimon Peres, a lesser electoral issue. The direct elections for the prime minister overshadowed the party and its campaign. Concerns for personal securit…

  • La planification, moteur de la réforme des grandes métropoles en Israël

    Efraim Torgovnik•ARTICLE•Revue française d administration…•1998

National Planning, a Major Tool for Metropolitanization in Israel In Israel, important reforms have been undertaken in regions dominated by an urban megalopolis. Adopting a rational choice, institutional approach, the study focuses on action from above which generates central-local governance coalitions of change. National planning is a major tool for activating a metropolitan-regional policy change. Action from above provides for incentives, res…

  • Effectiveness Assessment in Public Service Systems

    Open Access•Efraim Torgovnik, Ela Preisler•ARTICLE•Human Relations•1988•References: 14

The study combines research on effectiveness and organizational assessment. The reliability model enables a qualitative and quantitative assessment of level of performance and quality of performance of public service systems in two structural networks: parallel and sequential. The two levels of analysis used here, the unit and the system, show (1) how unit's level of performance and quality of performance affect the effectiveness of a system as a…

  • Federal Factions and Federated Host Parties in Israel

Efraim Torgovnik, Jonathan Mendilow•ARTICLE•Publius The Journal of Federalism•1986

A new type of party has emerged in Israel—the federated host party. It consists of political groups and former parties which have the status of factions. Formal agreements set the rules of the game; hence, heavy constraints are placed on the host party in appointments and policy. The article discusses the emergence of federated host parties and federal factions, factors of stability and unrest in the relations of host party and factions, and the …

  • Local Policy Determinants in a Centrist System

Efraim Torgovnik•ARTICLE•Publius The Journal of Federalism•1977•Cited by: 1

The study deals with determinants of local policy outputs in Israel's centrist system. It compares the effects on local expenditure policy of political and socio-economic variables, as well as the roles of tax revenue and central aid. Tax is analysed as an intervening variable between socio-economic factors and local policy, rather than as a policy output (the traditional conception); our findings indicate that tax is indeed an intervening variab…
