International Transportation Security
Since the September 11 tragedy, all aspects of our lives, including our approach to transportation security, have been transformed. In this article, the ways in which transportation has become a global and intermodal enterprise are analyzed with specific attention to the implications of these developments for the security of the system. Such issues as the security of land borders and sea and air entry points as well as the role of containerized f…
Aviation Security: Promise or Reality
This article analyzes the state of aviation security, beginning with the characteristics of the air transportation system that complicate the achievement of a high level of security. It analyzes the situation that existed prior to 9/11 and then evaluates the changes that have occurred since. It concludes that no overall systematic program has yet been put in place to deal with the threats that terrorism poses to the various elements of aviation. …
Decision-making, intermodal transportation, and sustainable mobility: Towards a New Paradigm
Contemporary transportation systems and policies are discussed in terms of their relationship to sustainable development. The current situation is generally characterised by policies that favour motorisation and violate fundamental elements of sustainability. Accordingly, a new vision of sustainable transportation is required, one that incorporates intermodalism for both passengers and freight. Creating a sustainable intermodal system necessitate…

The Technological Dimension of Decision Making: The Case of the Aswan High Dam
This study examines the role of technological variables in the decisions by Egypt, the World Bank, and the United States regarding the selection and financing of the Aswan High Dam project. Three major decision-making models-rational choice, incremental, and organizational process-are assessed according to their appropriateness for and applicability to the “technological dimension.” This dimension is defined in terms of three major components-des…
The Prospects for Scientific and Technological Development in Saudi Arabia
Today we are witnessing a very rare phenomenon in world history: a state suddenly deluged with an apparently inexhaustible amount of wealth as occurred in sixteenth-century Spain and Portugal when the riches of the New World flowed to the Iberian peninsula. Now the ‘black gold’ under the sands of the Arabian desert has provided one of the most underpopulated and under developed regions of the world with an equivalent bonanza. The new wealth of Sp…

Elite Recruitment in Turkey: The Role of the Mülkiye
The study of elites, or “who's who, when, and how,” as Professor Rustow has described this field, has long been a topic of concern to scholars in a wide variety of disciplines. Social and political philosophers dating back to Aristotle and including such diverse figures as Marx, Pareto, and Mosca have written about the relationships between elites and the social order, and a host of social scientists and historians have carried out detailed analy…
Students and politics in Turkey
Like their colleagues in many other countries, Turkish students have vividly demonstrated their ability to influence national policies and developments on many occasions. The best-known example came in 1960 when the demonstrations staged by the students at Istanbul and Ankara Universities on April 28-29 proved to be the spark which provoked the revolution of May 27, 1960, but the history of student involvement in politics can be traced back for m…
Political Participation and Modernization in Turkey
Political Participation and Modernization in Turkey
HE TRANSITION in Turkey from a one-party system to a multi-party system in 1950 was universally hailed as a great achievement. To many observers it appeared as evidence that a modernizing oligarchy could provide the necessary underpinnings for the creation of a democratic society and that democracy could evolve from dictatorship. These high expectations were rudely dashed by the army coup of May 1960 and indeed to some extent by the policies of t…
