Insurgent Nations
The Indian-Middle East-Europe Economic Corridor (IMEC) is intended to link India directly to Europe via the Middle East in order to speed up the transport of goods and reduce economic risks and risks caused by conflicts. Commissioning it would require a whole package of essential technical, financial, and political developments. Taking an optimistic view, it could nevertheless contribute to exponential growth in international trade

Crumbling modernisms
In Luanda maybe more than elsewhere, controlling the city landscape is synonymous with controlling the polity at large. Despite a tremendous political change in Angola during the twentieth century, the paper traces how the modernist plans elaborated in the late colonial period (1945–1975) have influenced the planning imagination of Luanda until today. It argues that the construction boom that reshaped Luanda at the end of the war in 2002 can be i…
Intimate Encounters with the State in Post-War Luanda, Angola
Since the end of the war in 2002, Luanda has become an iconic site of urban transformation in the context of a particularly entrenched oligarchic regime. In practice however, urban dwellers are often confronted with a ‘deregulated system’ that fails to advance a coherent developmental agenda. The paper narrates the trajectory of a family forcibly removed from the old city to the periphery. It shows how city-dwellers experience the control of the …

Contesting the ‘Active’ in active citizenship
In post-apartheid South Africa, efforts to encourage practices of citizenship and new citizens who will act in ways that support communities and the nation are promoted by government policies and networks of international organizations, civil society groups, and NGOs. In this paper, we analyse the pedagogy of citizenship that is common in these efforts and the role of ‘active citizenship’ within it. Relying on interviews with leaders of NGOs and …
The Dream and the Ordinary
After 27 years of civil war, Angola entered the 21st century as one of the most dynamic economies in the world. In a context of 'infrastructures for resources' policy, Luanda, its capital city, has been the first beneficiary of a veritable boom in the construction sector. This article explores the production of new housing patterns in the periphery of the city through the study of two housing projects located more than 20 kilometres from the cent…
Suburbanisms in Africa? Spatial Growth and Social Transformation in New Urban Peripheries
1At a time when more people live in African cities than in European cities, cities like Lagos, Luanda, Dar-es-Salam, or Durban appear as potential scenarios for the future of city life globally. By
Bringing Government Closer to the People'? The Daily Experience of Sub-councils in Cape Town
This article considers the ways in which sub-councils 'bring government closer to the people' by creating an intermediary level between local wards and the metropolitan council in Cape Town. Daily encounters between administrative staff, elected representatives and local communities within an impoverished formerly 'black' area demonstrate the intricacy of interactions and relationships between governing strategies from above and the tactics of th…
