Foreign direct investment and industry demands for trade protection
Do industries seek trade protection against foreign competition in the form of inward foreign direct investment (FDI)? Some studies argue that the influx of FDI may alter the existing structure of competition and defuse firm-level pressure for trade protection. Delegation, Ratification, and U.S. Trade Policy
Recent research on executive-legislative relations concludes that divided government causes higher tariffs and inhibits international cooperation. I find that divided government leads to lower U.S. tariffs in the postwar period and that the theoretical connection between divided government and international cooperation is viable only as a special case. Objectives . The American trade policy instrument Section 301 authorizes the president to demand changes in foreign states’ trade policies and to fortify these demands with threats of sanctions. I examine the economic and political factors that influence the selection of states as targets for Section 301 proceedings. Methods . The record of formal disputes in the General Agreement on Tariffs and Trade (GATT) is largely one of conflict among democracies. I develop a theoretical argument to explain the prevalence of democratic states in the GATT's dispute process. Democracies face stronger pressures to initiate disputes; they are more attractive as dispute targets due to the political influence enjoyed by interest groups; they share norms of juridical dispute resolution;…
