Trading with Frenemies: How Economic Diplomacy Affects Exports
s Trade is inherently risky, involving a commitment problem for both importers and exporters. The former must deal with ex ante uncertainty about whether exporters will deliver the goods or services as promised, while the latter has to identify an importer willing to trade a product. How, then, do firms establish trading relationships, especially in new markets? While both classical and newer trade theories tend to downplay the role of government…
New evidence and new methods for analyzing the Iranian revolution as an intelligence failure
The U.S. government failure to predict the Shah’s 1979 fall is a prototypical example of intelligence failure. We complement the close reading of memoirs and State Department documents with computational analysis of the documents in the aggregate, including cables to and from embassies and consulates in Iran. Using several techniques including traffic and sentiment analysis, we find that officials in Iran reported on the protests but did not stre…
Diplomatic documents data for international relations: The Freedom of Information Archive Database
We introduce the Freedom of Information Archive (FOIArchive) Database, a collection of over 3 million documents about state diplomacy. Substantively, our database focusses on the USA and provides opportunities to analyze previously classified (or publicly unavailable) corpora of internal government documents which include the raw—often full—text of those documents. We also provide within-country diplomatic records for the USA, UK, and Brazil. The…

Rethinking the Cold War and Decolonization: The Grand Strategy of the Algerian War for Independence
The origins of the grand strategy of the Algerian War can be traced to the last day of World War II in Europe. Belkacem Krim confirmed this shift in Algerian strategy in "Our Foreign Policy and the Cold War," one of the first memoranda he wrote as foreign minister. The Gouvernement Provisoire de la Republique Algerienne (GPRA) foreign minister was equally pleased with Hassan&s;s self-imposed deadline, which leaves the Anglo-Americans two months t…
General, I Have Fought Just as Many Nuclear Wars as You Have”: Forecasts, Future Scenarios, and the Politics of Armageddon
HISTORIANS HAVE LONG ARGUED THAT ignoring the past or misapplying its lessons can lead to fatal mistakes. But governments have shown far more interest in the promise of prevision. The United States, in particular, has made a massive investment in intelligence estimates, future scenarios, simulations, and technology forecasts since World War II. The sums expended on official history and archives are trifling in comparison.1 In some ways, this is a…

The Disunited Nations
When most people think of the United Nations, the first images that come to mind are of hands raised around the Security Council and the blue helmets and white jeeps of the peacekeepers. For many, the United Nations is, above all, a moral force, issuing an authoritative imprimatur to all manner of ideas, whether upholding human rights and collective security or fighting genocide and global warming. Whereas detractors deride the General Assembly a…
To inherit the Earth. Imagining world population, from the yellow peril to the population bomb
This article narrates the development of a set of ideas and provocative imagery about population growth and movement that has shaped the way people think about world politics. It represented humanity in terms of populations that could and should be controlled to prevent degeneration and preserve civilization. During the late nineteenth and twentieth centuries, this discursive tradition supported a series of political projects that aimed to either…
AHR Conversation: On Transnational History
This year, the AHR inaugurates what we hope to be an annual “Conversation” on topics of wide interest to historians. Inspired by our sister journal, the Journal of American History, which two years ago introduced its “Interchange” feature, our goal is to bring several historians together in a conversational encounter online, where ideas can be exchanged across different geographical, chronological, and subject specialties in a manner that will co…

Population Control is History: New Perspectives on the International Campaign to Limit Population Growth
The international campaign to control human fertility has inspired a vast inter-disciplinary literature, but only in recent years has it become a subject for historical study and debate. New archives have opened, especially among the largest donors during its early, heroic phase. And scientists and activists are increasingly willing to be reflexive about their lives' work. Most importantly, with rates of fertility declining in every region of the…
A Diplomatic Revolution: Algeria, Fight far Independence and the Origins of the Post-Cold War Era
Algeria sits at the crossroads of the Atlantic, European, Arab and African worlds. Yet, unlike the colonial wars in Korea and Vietnam, the Algerian war for independence has rarely been viewed as a primarily international conflict. Rather, prevailing accounts of the war interpret it as a domestic French crisis that was resolved when Charles de Gaulle granted Algeria independence. Yet, as Matthew Connelly here demonstrates, from the very start of t…

A Diplomatic Revolution: Algeria's Fight for Independence and the Origins of the Post-Cold War Era
Rethinking the Cold War and Decolonization: The Grandstrategy of the Algerian War for Independence
October and November 1960 were two of the coldest months of the Cold War. Continuing tensions over Berlin and the nuclear balance were exacerbated by crises in Laos, Congo, and—for the first time—France's rebellious départements in Algeria. During Nikita Khrushchev's table-pounding visit to the United Nations, he embraced Belkacem Krim, the foreign minister of the Gouvernement Provisoire de la République Algérienne (GPRA). After mugging for the c…

The French-American Conflict over North America and the Fall ofthe Fourth Republic
Historians have long treated the Algerian War in general and the May 1958 crisis in particular as domestic affairs. But newly open archives in France, the US, and Great Britain compel a reassesment of the rôle of outsiders. Beginning with the Suez crisis American officials used economic diplornacy to force a reduction in France 's war effort, fearing that an escalating conflict would cause North Africa to fall under communist or Nasserist influen…
