  • Advocates against rights

    Open Access•Heba M Khalil•ARTICLE•Law & Society Review•2026

This paper engages with the literature on the right against rights and autocratic legalism to examine the context and tactics of conservative legal mobilization against rights in North Africa. Drawing on legal case studies, interviews, and court observations in Egypt and Tunisia, I argue that in contexts of illiberal legality, law and rights discourses become the legitimizing tools of conservative mobilizations. The case studies presented reveal …

  • Ethnographic Strategies

    Open Access•Heba M Khalil•ARTICLE•Journal of Contemporary Ethnography•2026•References: 12

This article explores how reflexive ethnographic practice can generate deeper insights into class, precarity, and legal subjectivity. Drawing on an eighteen-month multi-sited ethnography across courts, law schools, public transportation, and neighborhood coffee shops, I trace how ethnographic strategies, such as extending field sites and shifting researcher positionality and relationships, shape what becomes knowable about legal professionals who…

    Open Access•Heba M Khalil•ARTICLE•American Behavioral Scientist•2024•Cited by: 4•References: 13

This article investigates the role of legalism and legal processes in entrenching autocratic rule in post-revolution Egypt. In the aftermath of the spectacular street protests that swept Egypt, the movement for change was channeled into legal challenges handled by the legal system and judicial experts. This judicialization of politics ensured that an emerging autocrat could not only use the judiciary and the legal system to control the process of…

  • Lawyers as infrastructures

    Open Access•Heba M Khalil•ARTICLE•Journal of Law and Society•2023•Cited by: 1

What roles do lawyers play when their own subaltern communities are mobilizing for justice? Drawing on the case of anti‐eviction mobilization on the island of Al‐Warraq in Egypt, this article investigates the infrastructural roles of community lawyers in grassroots movements. As their profession transformed into an underpaid and undervalued occupation, masses of lawyers became precarious professionals living subaltern lives. Living among the poor…

  • Negotiating statist neoliberalism

Heba M Khalil, Heba Khalil et al.•ARTICLE•Review of African Political Economy•2018•Cited by: 10•References: 3

This article explores the reproduction of Egypt’s post-revolutionary political economy under the military regime. Through an examination of tax and fiscal policy, the authors argue that a strategic wedding of seemingly contradictory state types allows the current regime to create a hybrid they call ‘statist neoliberalism’. The article argues that this hybrid form is not accidental, but is an intentional project that allows the state to sustain ne…
