Populist Radical Right Parties and Pension Privatization
Populist radical right parties (PRRP) have experienced notable electoral success across Europe in recent decades. While their preferences regarding public social policy have been widely studied, their influence on private social policy remains underexplored. This article examines how PRRP seek to reconcile the tension between aiming to balance budgets in times of high public debt and responding to pro‐welfare electorates. Focusing on the Austrian…
How to escape from the debt trap: Lessons from the past
Rising public debt everywhere has raised the question of how to reduce debt again in the future. High public debt also seems to be an impediment for the exit of central banks from ultra‐low interest rates and quantitative easing. Historical precedents and proposals have included austerity, haircuts and the generation of inflation. Each way has advantages and disadvantages, including uncertainty about effects and side effects. We approach the issu…

Understanding low interest rates: Evidence from Japan, Euro Area, United States and United Kingdom
The paper investigates the factors determining long‐term interest rates. Our estimation results for major industrialized economies suggest that central banks have actually had a key influence on the level of long‐term interest rates. We thus show that 1) the customary neoclassical model of interest rate determination, on which central banks tend to rely, is neither rooted in the institutional setup of the credit markets nor supported by the data,…

An Interim Report on a Census of Galileo's Sunspot Letters
(ProQuest: ... denotes non-USASCII text omitted.)Galileo's fourth book, Sunspot letters (Istoria e dimostrazioni intorno alle macchie solari [Rome: Giacomo Mascardi, 1613]), has not had the attention it deserves. Only in 2010 did a complete English translation finally appear, bolstered by an excellent study of his controversy with the Jesuit astronomer Christoph Scheiner in which the book played a central role.1 Otherwise, it has attracted attent…

The Roman Inquisition's precept to Galileo (1616)
On 26 February 1616 Galileo was ordered to cease to defend heliocentrism in any way whatsoever. This order, called a precept, automatically applied to anything he might later attempt to publish on the subject. Issued at the end of his first trial by the Roman Inquisition, the precept became the spark that triggered his second trial in 1632–3 and figured importantly in the justification of his sentence. This precept has been a subject of controver…
Thomas Starkey and the Commonwealth. Humanist Politics and Religion in the Reign of Henry VIII
Thomas Starkey (c. 1495–1538) was the most Italianate Englishman of his generation. This book places Starkey into new and more appropriate contexts, both biographical and intellectual, taking him out of others in which he does not belong, from displaced Roundhead to follower of Marsilio of Padua. Beginning with his native Cheshire, it traces his career through Oxford, Padua, Paris, Avignon, Padua again, and finally England, where he spent the las…

Selected Writings of Girolamo Savonarola: Religion and Politics, 1490-1498
Five hundred years after his death at the stake, Girolamo Savonarola remains one of the most fascinating figures of the Italian Renaissance. This wide-ranging collection, with an introduction by historian Alison Brown, includes translations of his sermons and treatises on pastoral ministry, prophecy, politics, and moral reform, as well as the correspondence with Alexander VI that led to Savonarola's silencing and excommunication. Also included ar…

Consumption in the Great Depression
This paper criticizes Temin's hypothesis that the Great Depression was caused by an exogenous decline in consumption in 1930. Using Temin's own consumption function, as well as two other ones on the levels of the data, there is little support for Temin's hypothesis. First difference regressions support Temin's hypothesis if one uses a dummy variable for 1930. But if one looks instead at the residuals from the regressions, then the data provide on…

The decline of the Soviet Union as a world power and the emergence of significant economic competitors to the United States have ushered in a new phase of capitalist imperialism. Arms Races and War Initiation: Some Alternatives to the Intriligator-Brito Model
Intriligator and Brito argue that certain arms races can lead to peace and certain disarming races can lead to war. They support this position with a formal model of the relationship between weapons levels and war initiation. This article evaluates and criticizes the Intriligator-Brito model. The results of their model are shown to depend upon questionable assumptions both about the conditions under which nuclear attack might be initiated or dete…

Political Shocks and Investment: Some Evidence from the 1930s
There has been some dispute about the impact of New Deal policies on the business climate. Some historians have argued that the New Deal frightened business, and others that it encouraged business. This paper analyzes the impact of the New Deal on business investment by looking at the response of investment to the outcome of the 1934, 1936, and 1938 elections, as well as the passage of certain New Deal legislation. The data reject the hypothesis …

A Diet for Henry VIII: The Failure of Reginald Pole's 1537 Legation
The triennium 1536–38 marks the crisis of Henry VIII's reign. The palace coup that toppled Anne Boleyn in May and June 1536 and apparently left Thomas Cromwell more firmly in control instead ushered in a series of further threats to both Cromwell and Henry. The upheaval of the Pilgrimage of Grace convulsed the north in late 1536 and early 1537 and looked for a time as if it would shake Henry's throne. The Pilgrims' calls for the upstart Cromwell'…
Why wars end: Some hypotheses
Many books, both scholarly and popular, consider how wars begin. There has also been a large number written on the question of limiting war in general and creating peace. Yet the question of how specific wars end has received far less attention. Except for memoirs and historical accounts of final battles and peace negotiations, it is difficult to find more than a handful of general works on war deescalation and termination
Faction and Ideology: Thomas Starkey's Dialogue
Thomas Starkey's ( c . 1495–1538) Dialogue between Reginald Pole and Thomas Lupset is one of the most significant works of political thought written in English between Fortescue and Hooker, for several reasons. It gives insight into its author's intellectual background – Oxford, Paris, Avignon, Padua, Venice – which he shared with many of the other ideologues of the Henrician state. More than that, the Dialogue represents one of the first attempt…
Parties and networks: Stochastic models for relationship networks
This paper argues that parties and other gatherings are important for the development of friendship networks. It proposes a stochastic model for the evolution of networks over time, the distinctive feature of which is the party event. A party event occurs when a person in the network has a gathering and invites all of his/her friends who then also become friends. The Party Models discussed are all based upon this simple assumption. After formulat…

The Effect of Changes in Reserve Requirements During the 1930s: The Evidence from Nonmember Banks
Despite the widespread acceptance of Friedman and Schwartz's interpretation of the 1936/37 increase in member bank reserve requirements as the major cause of the 1937/38 recession there is surprisingly little straightforward evidence on this issue, perhaps because data limitations and structural instability preclude econometric modeling. We exploit a simple alternative, comparing member banks with nonmember banks not subject to changes in reserve…
The Collapse of Soviet Communism: A Class Dynamics Interpretation
Concepts of class struggle and social reproduction are used to explain the sudden collapse of Soviet Communism. I explore these ideas by means of the mathematical theory of dynamical systems. Theoretical focus is upon the power of social classes and how this power changes over time. The Soviet bureaucracy gradually divided into two classes, and the power relations between these ruling classes caused a drastic loss of power by both, which is why t…

Boettke's Austrian critique of mainstream economics: An empiricist's response
Many of Boettke's criticisms of formalist economics are justified. However, he defines formalism so broadly that it becomes practically synonymous with mainstream economics, while his criticisms primarily target the sins of formalist economics more narrowly defined. And since he treats Austrian economics as the only viable alternative to mainstream economics, he incorrectly awards victory to Austrian economics. While Austrian economics has some v…

Tournai and Tyranny: Imperial Kingship and Critical Humanism
Almost from the first, the reign of Henry VIII witnessed high views of kingship. Some instances in the first decade of his rule have attracted much attention, but one critical episode has been overlooked. In the course of the occupation of Tournai between 1513 and 1519, Henry developed and successfully tested a complete theory of imperial kingship, partly cast in a new language of sovereignty. Drawing in part on the French models liberally strewn…

How Freely Can Income Flows Be Changed Under Socialism? The limits of Re-direction of Income Distribution In a Centrally-Controlled Economy
Mr. Colin Clark on the Limits of Taxation
THE possibility that there is a limit to the total tax burden which an economy can bear receives considerable public and professional attention from time to time, but few attempts have been made to examine this problem systematically. Presumably, this is a reflection of the fact that economists generally believe there is no single, immutable limit. However, Mr. Colin Clark has developed the bold generalization that there is a critical limit to ta…

Spectral Analysis and the Study of Social Change
Can rigorous quantitative methods be used to study historically significant processes of social change? If such a possibility exists it must surely involve the statistical analysis of time-series data. For many important social processes, highly aggregated time series are virtually the only quantitative indicators presently available. Fundamentally, any quantitative record of social change is a time series of sorts
