  • A Regional System under Tight-Knit Elite Rule

    Open Access•Giorgio Brosio•ARTICLE•Publius The Journal of Federalism•2024•References: 6

This article discusses a regionalization project, known as Minghetti’s bill, that was presented to the Italian parliament just after the creation of the country in 1861, debated at length, and finally rejected. The bill was the most advanced point reached on the decentralization front in Italy before the Second World War. Minghetti's bill is the first example of a regional process ever brought to parliamentary discussion. It was also a precursor …

  • The Origin of Electoral Absenteeism in Early Italy

Giorgio Brosio, Roberto Zanola•ARTICLE•The Journal of Interdisciplinary…•2023

Low turnout rates with high geographical disparities characterized Italian national elections in the first six decades after the country's founding in 1861. Historians have largely overlooked these regional voting differences and their potential economic implications. A multiple-group interrupted time series analysis regression model demonstrates distinct electoral trends between the Center-North and the South, coinciding with electoral reforms i…

  • Territorial inequality, equalization transfers and asymmetric sharing of non-renewable natural resources in Latin America

Giorgio Brosio, Juan Pablo Jiménez et al.•ARTICLE•CEPAL review•2019

Non-renewable natural resources (NRNR) contribute a large share of tax revenue in Latin American countries; and the fact that these resources are concentrated in just a few regions generates a high level of territorial inequality. This paper aims to analyse how NRNR revenues could be included in equalization grants, and how countries are implementing adequate equalization grant systems, or could do so. Based on fiscal equalization theory, vertica…

  • Multi-level Finance and the Euro Crisis

Leo Fulvio Minervini, A Vinella et al.•EDITOR•BOOK•Multi-Level Finance and the Euro…•2016

Representing a unique contribution to the analysis and discussion of the unfolding Eurozone crisis in terms of the relationship between central and local government, this book addresses a number of important fiscal and political economy questions. To what extent have local and regional governments contributed to the crisis? To what degree have subnational services and investments borne the brunt of the adjustments? How have multi-level fissures a…

  • The Impact of Gender Quotas on Votes for Women Candidates

Genny Bonomi, Giorgio Brosio et al.•ARTICLE•Feminist Economics•2013•Cited by: 9•References: 13

To explore the impact of quotas on women's political representation, this study estimates a conditional multinomial logit for the probability of voting for men and women, utilizing data that includes all regional candidates in four Italian regions in 1995 and 2000. This regional electoral system allows voters to choose both the party and the specific candidate (open-list proportional system). The results show that the introduction of a 50 percent…

  • Nomenklatura Rule Under Democracy

    Open Access•Mario Ferrero, Giorgio Brosio•ARTICLE•Journal of Theoretical Politics•1997•Cited by: 3•References: 7

This paper attempts to explain the puzzling features of the Italian political system up to 1992 by means of an economic model of a democratic Nomenklatura, in which the normal operation of a democratic system is distorted by the self-perpetuation of a ruling elite - `Nomenklatura' - which co-opts members of the opposition into its ranks to secure re-election and maximize per capita rent from political office. Competition for the field is thus sup…
