Coalition formation is considered an important tool to leverage bargaining power in GATT/WTO negotiations. While most of the literature has focused on developing countries, we show that sizable economies are the primary users of coalitions at the GATT/WTO. The BRICS and Brazilian public opinion: Soft balancing or economic strategy
The paper examines Brazilians’ attitudes toward the BRICS, verifying whether the soft balancing strategy finds support on public opinion, by using survey data from the Brazil, the Americas and the World Project. In new democracies, horizontal accountability tends to be more fragile than vertical since authoritarian institutional legacies are more difficult to transform than organising free and fair elections.
