The Ethics of Technology
The ethics of technology is not as effective as it should. Despite decades of ethical discussion, development and use of new technologies continues apace without much regard to those discussions. Economic and other forces are too powerful. More focus needs to be placed on the values that underpin social attitudes to technology. By seriously looking at Indigenous thought and comparing it with the typical Western way of seeing the world, we can gai…

Perceptions of incompetence in the ICT workplace
The aim of this study is to examine incompetence in the Australian ICT workplace from the perspective of Australian ICT professionals. The data collection for this project included conducting a quantitative survey, conducting qualitative interviews and conducting focus group discussions with key informants. Of the 2,315 respondents who participated in the survey, the MRF analysis revealed that incompetence was ranked fifth from the top of a list …

Professionalism in the Information and Communication Technology Industry
Professionalism is arguably more important in some occupations than in others. It is vital in some because of the life and death decisions that must be made, for example in medicine. In others the rapidly changing nature of the occupation makes efficient regulation difficult and so the professional behaviour of the practitioners is central to the good functioning of that occupation. The core idea behind this book is that Information and Communica…
In Defense of the Precautionary Principle [Commentary]
In this article the precautionary principle is taken to be both a normative ideal and a pragmatic guide. Despite the cognitive limitations of humans (there will always be some doubt about whether we have acted in the best way to reduce or eliminate some future harm), in certain cases it is a principle that ought, morally, to be applied. More importantly however, it is also a pragmatic guide, and despite commonly raised difficulties, it is a reaso…

Ethics of Human Enhancement
This paper presents the principal findings from a three-year research project funded by the US National Science Foundation (NSF) on ethics of human enhancement technologies. To help untangle this ongoing debate, we have organized the discussion as a list of questions and answers, starting with background issues and moving to specific concerns, including: freedom & autonomy, health & safety, fairness & equity, societal disruption, and human dignit…

Electronic Monitoring in the Workplace
The use of new technologies, coupled with the fact that there is an increasing amount of work being done on-line, whether on the Internet, intranets, LANs or other networks, has made extensive employee monitoring by employers inexpensive and easy. Employers have legitimate concerns about the efficiency of their employees, of the quality of the goods or services produced, and in relation to security. Additionally, monitoring can assist in employee…
The Effects of Participation in Online Communities on Individuals in Saudi Arabi
There is a major transformation taking place in Saudi Arabia. The Saudis are poised on the edge of a significant new social landscape. Called the Internet, this new frontier includes not only the crea tion of new forms of private communication, like electronic mail and chat, but also web-based forums, which for the first time enabled public discussions between males and females in this gender-segre gated society. This paper has been written as a …
The Rural Digital Divide
Information and communication technologies are becoming increasingly integral to all aspects of society in developed countries. They bring to many members of society benefits such as new ways of communicating, and more comprehensive sources of information. The digital divide refers to the fact that members of society have differing levels of access to information and communication technologies and to the benefits they provide. In this paper, we w…
The theory-ladenness of observations
Putnam, Reference and Essentialism
In Putnam's theory of reference, an historical component and an indexical one both play some part in establishing the extension of terms, although in “The meaning of ‘meaning’” it is not altogether clear just how important he believes the historical element to be. He seems to be much more interested in its indexical component, which he believes plays more or less the same role in his theory as rigidity does in Krip-ke's. In this paper, I will loo…
