  • The Utilization of Information Systems Technology and Its Impact on Organizational Decision Making: The Case of State Budgeting Offices

    Open Access•Anthony G Cahill, Anthony Cahill et al.•ARTICLE•Knowledge•1990•Cited by: 1•References: 41

Despite the considerable attention which the growth of information systems technology in government has received over the past two decades, research focusing on the development, confirmation, or extension of theories which explain the use of a wide range of technological innovations has had a mixed record of success. In particular, two issues stand out. Divergent and frequently ambiguous definitions of utilization have led to relatively little re…

  • Factors Associated with Financial-Decision Support Systems in State Government: An Empirical Exploration

John M Stevens, John Stevens et al.•ARTICLE•Public Administration Review•1986•Cited by: 4

This exploratory study examines factors which influence the use of computerized information systems in state financial management. Perennial and evolving questions in both the management information and fiscal/budgeting processes require further examination given the central position of states in the intergovernmental system. Common assumptions concerning the linkages between managerial, contextual, and information systems are in need of empirica…

  • Local Governments Initiatives in a Climate of Uncertainty

    Robert P Mcgowan, John M Stevens et al.•ARTICLE•Public Administration Review•1983•Cited by: 6•References: 3

Buried among all the recent clamor and pronouncements for returning resource and program control to the states and localities are a number of critical assumptions that warrant further study. The first assumption is that the federal government has become removed from the local citizenry and constituent needs. Such a statement has certain appeal (particularly to the electorate) since it associates insensitivity to local conditions with geographic d…

  • Local Government Management: Reactive or Adaptive

    Robert P Mcgowan, John M Stevens et al.•ARTICLE•Public Administration Review•1983•Cited by: 4•References: 1

Given events of recent years (the proposal for a New Federalism, the move to consolidate block and categorical grants, and a reduction in available revenue from many sources), the management and delivery of local services are taking on added significance. Urban managers are in the difficult and less-than-rewarding position of having to translate a number of federal and state policy directives into actual program reductions or consolidations. Unfo…

  • Financial Indicators and Trends for Local Governments: A State-based Policy Perspective

    Open Access•John M Stevens, John Stevens et al.•ARTICLE•Review of Policy Research•1983•Cited by: 1•References: 6

Recent federal reports, the projected "new" federalism, research in financial and economic trends, and the emerging consensus concerning local government distress have highlighted the fact that no comprehensive or systematic federal, state, or local policies exist to deal with the problems that have been identified. The purpose of this article is to perform a statebased study of financial patterns and trends in local governments that have implica…

  • Patterns of Policy Analysis Use for State Governments: A Contingency and Demand Perspective

John M Stevens, John Stevens et al.•ARTICLE•Public Administration Review•1981•Cited by: 2

A question yet to be suitably answered by public administrators is how well public programs and organizations work. The approaches to answering this question have ranged from laissez-faire economic explanations to the recent emphasis on analytical approaches such as those classified as policy analysis. Some observers have been skeptical about the possible benefits of analysis in that a first step in analysis is the definition of objectives; since…

  • Predicting How Federal Managers Perceive Criteria Used for Their Promotion

    Janice M Beyer, John M Stevens et al.•ARTICLE•Public Administration Review•1980•Cited by: 4

Administrative theory based on managerial experience and scholarly theories of motivation agree that rewarding workers for good performance encourages and usually produces better performance than failing to provide such rewards. Particular theories have been concerned to specify relevant rewards and the conditions under which rewards affect performance. In a relatively recent refinement to this general approach, expectancy theories of motivation …

  • Unterschiede zwischen einzelnen Wissenschaften im Hinblick auf Forschungsaktivität und Produktivität

Janice M Beyer, John M Stevens et al.•CHAPTER•Wissenschaftssoziologie•1975

  • Shifts Along the Alert-Repose Continuum During Remission of Catatonic "Stupor" with Amobarbital

John M Stevens, John Stevens et al.•ARTICLE•Psychosomatic Medicine•1958

A total of 33 studies were made on 21 schizophrenic patients who exhibited catatonic "stupor" at the time of study. A control period was followed by injection of physiological saline, and later by injection of amobarbital (0.25 to 0.50 Gm.) and, in 3 cases, still later by nikethamide (0.375 Gm.). The remission of symptoms of catatonic "stupor" which followed the injection of amobarbital in all but one patient was traced by evaluations of manifest…
