The path to peace and democracy
This study explores the development and challenges of democracy in Timor-Leste, one of the youngest democracies globally, following the restoration of independence in 2002. It examines how historical legacies of Portuguese colonialism and Indonesian occupation, combined with international interventions, have shaped the country’s democratic evolution in the context of peace and state-building. The analysis is based on a comprehensive literature re…
Shaping violences
This article examines the relationship between state formation, symbolic violence, and the blurring of public and private interests in Brazil. Drawing on a variety of sources–including academic literature, government reports, and media accounts–we use a historical approach to analyse how these factors have contributed to violence in Brazil, focusing on the case of the Northeast region. We argue that both symbolic violence and the problematisation…
Questioning Resilience
In this article, we assess the effects of and responses to the Covid-19 pandemic in the Brazilian peripheries by relying on resilience theory and the experiences of peripheral actors during the first year of the pandemic. We consider these experiences to examine whether the initial responses to the crisis had the potential to bring about long-term positive change. We rely on thematic analysis of 80 interviews with leaders of grassroots organizati…
Exploring subjectivities of peace, violence, and power among the youth in Brazil
Brazil is one of the most violent countries in the world, and the vast majority of victims of lethal violence are under 30 years of age. Given this context, it seems important to understand what the perceptions and experiences of young people are regarding peace, violence, and power. This article does this through a study of the views of 153 high school students in nine public institutions in three municipalities. Engaging with the debates on the…

Integrating subjectivities of power and violence in peacebuilding analysis
Over the last 20 years the local domain has gained widespread attention in the analysis of peacebuilding. While this debate has contributed to an important review of many assumptions underlying peacebuilding practice and analysis, the subjective domain of peacebuilding - how actors experience and make sense of these transformations - still needs to be more methodically explored. In particular, while different narratives of peace have been analyse…

Colonialism, Independence, and Fragmentation
This chapter looks at the constitution of the Mozambican state, considering the dynamics of empowerment and disempowerment that shaped this process. It starts from the analysis of the colonial period, showing how the different policies adopted by the Portuguese contributed to the systematic disempowerment of the natives, as well as how these policies were constantly resisted, culminating in the creation of the liberation movement. The chapter the…
Beyond Peacebuilding
This book uses the concept of empowerment as a means to understand peacebuilding in Mozambique. In order to do this, it first traces the different discourses on 'empowerment' and proposes an analytica
Problematizing the ‘Local’ in Peacebuilding
Interest in the ‘local’ in understandings and analyses of peacebuilding has increased over the last few years. A general consensus has emerged among both academics and policymakers that the success
Decentralisation and local governance in Mozambique
Since the conclusion of the peace accords in 1992, Mozambique has undergone several changes in the field of governance and institution-building. One key aspect of such reforms, strongly promoted by donors in peace-building contexts, has been the agenda of decentralisation and local governance, which has entailed political devolution in selected municipalities, and deconcentration and the creation of local councils in the rural districts. This art…
What has Changed with Peace? Local Perceptions of Empowerment in Mozambique
Democracy promotion and economic liberalisation have been two pillars of contemporary peacebuilding practices. Whereas several studies have discussed the implementation of such reforms, much less has been written about their long-term effects, including repercussions in terms of changing people's perception about their own power and ability to influence political spaces. Addressing this gap in the literature, this article analyses local perceptio…
