Electric imperialism: Europe, state capital and the global political economy of the energy transition
Foregrounding the growing prominence of European state-owned electric utilities (electricity SOEs) in renewable energy generation, this article sets out to advance a new understanding of the ‘green capitalist state’ and its role in shaping the uneven geographical development of the energy transition. Political economists have emphasized the pivotal role of the state in derisking renewable energy investments, thereby socializing costs while privat…
Austerity without deficits: The global political economy of Norway's fiscal paradox
This article advances a new theoretical understanding of the global political economy of austerity through an examination of austerity policies in Norway, a country with soaring fiscal surpluses. Critical scholarship has analyzed austerity as an incoherent economic idea - a product of unreasonable public accounting, or simply ideological nonsense. No national context seems to confirm such a view more than Norway, where wage growth has been curbed…
Epistemic justice as energy justice: Reflections from a transnational collaboration on hydropower and Indigenous rights
Addressing the climate crisis requires renewable energy, however, developing renewable energy should be equitable. In this article, we analyze a 15-year-old transnational hydroelectric power development conflict involving Indigenous rights in Mapuche-Williche territory, Chile and a Norwegian state-owned company, Statkraft. We seek to advance the field of energy justice by evaluating injustices in this transnational conflict. At the heart of the c…
The landlord state goes abroad: The remaking of the Norwegian ‘Energy Nation’ as a global rentier
This paper explores the global political economy of the relationship between energy, ground rent, and the state. In its role as the ‘nation’s landlord’, the state is widely acknowledged to have a central role in the political economy of energy, either as the enabler and guarantor for private rent extraction or by itself controlling the extraction and redistribution of rents engendered by national energy resources. This paper broadens the geograph…
