The Long Crisis
The crisis alluded to here is the fiscal collapse of 1975 that brought New York to the brink of bankruptcy. Holtzman wants to “move away from the conventional narratives about the ascent of marketization during the final decades of the twentieth century” (3). He offers an alternative explanation to those historians who have “commonly depicted the imposition of market-based logics as being the product of the dogged influence of the business sector…
Whose Equality? The Discouraging Politics of American Education (and What We Might Do about It)
Ever since 1954, when a unanimous Supreme Court declared that education is “a right that must be made available to all on equal terms,” Americans have been debating the meaning of educational equality, how it might be attained, and through what instrumentalities of government. Brown v. Board of Education was arguably the most important Supreme Court decision of the twentieth century, not only because it ended legal segregation in schools but also…

The political economy of city life cycles
This paper updates and expands Norton's 1979 study of the political economy of city life cycles in thirty jurisdictions. Using 1970 and 1976 fiscal data, Norton had found that older cities of the Northeast and North Central states provide a more extensive range of services and have a stronger commitment to social welfare functions than younger cities of the South and Southwest. A thirty-five city survey using 1991 data generally confirms his find…
The City and the Constitution
This article traces the application of the principles of separation of powers and checks and balances to municipal government. While the original thinking behind these Constitutional principles intended to contain individual power and create a mechanism for institutional balance, analysis of urban institutional history indicates that their application to the urban context contributed to accelerated growth of mayoral power at the expense of the lo…

Policy Analysis in the Bureaucracy
Three decades have passed since Harold Lasswell and a group of his distinguished colleagues made an effort to integrate the work of natural and social scientists in order to lay the foundation for a new science.' It is only within the last decade, however, that an emphasis on policy has become a significant part of the discourse among students of public affairs. During this period, the literature on policy has proceeded on several levels. A major…
Information, Organization and Control
he concept of organizational control is rather straightforward. It involves a managerial capability to get an organization to carry out its defined mission efficiently and effectively. A number of variables contribute to that capability. It includes articulating a set of programmatic and operational goals that relate to the mission, and communicating them to the members of the organization. It also includes acquiring appropriate personnel, materi…

In addition, it has been urged that accrual accounting be the basis to show, for example, the extent of unfunded liabilities coming due at some future date. Both recommendations tie in well with a performance report since changes in performance, pro and con, can be properly and sensibly interpreted only by knowing what we are deferring or foregoing in the way of current services. Unfunded liab…
Implementing Change Through Training
In July of 1976, the CUNY Urban Academy and the New York City Office of Management and Budget applied for and received a training grant from the United States Civil Service Commission under the provisions of the Intergovernmental Personnel Act. The purpose of the training was to support the implementation of the City's new Management Plan and Reporting System (MP/R) in six local agencies. The Urban Academy had been created in 1974 as a cooperativ…
