Stacey Cutbush, Samantha Charm et al.•ARTICLE•Journal of Human Trafficking•2023

This study supports evidence-based services for victims of HT by developing and testing an outcome instrument designed to assess changes in HT program participant status on key outcome categories. Study methods included conducting an environmental scan; expert panels of service providers, survivors, and researchers; instrument scoring and cognitive interviews with HT service providers. • Evaluating Human Trafficking Service Programs: What Can Be Learned from Domestic Violence Service Program Evaluations

Kathleen E Krieger, Kathleen Krieger et al.•ARTICLE•Journal of Human Trafficking•2022•Cited by: 4•References: 59

Evaluations of human trafficking service programs are necessary to determine if they are effective and to document how they are working. Yet, human trafficking programs have only recently begun to be evaluated and little is known about the most effective approaches. To evaluate human trafficking programs, evaluators can learn from field-tested evaluation designs and methodologies of similar service programs. Domestic violence programs have many p…

  • Estimating Unidentified Sex Trafficking in the Child Welfare Population

Stephen Tueller, Deborah Gibbs et al.•ARTICLE•Journal of Human Trafficking•2021

Sex trafficking involving children is a human rights issue of growing concern, with immediate and lasting impacts on victims. Although victimization is consistently associated with prior maltreatment and foster care placements, reliable estimates of minor sex trafficking prevalence do not exist. In a statewide child welfare database of all children with maltreatment allegations between 2011 and 2016, 3,420 children were investigated for sex traff…

Deborah A Gibbs, Deborah Gibbs et al.•ARTICLE•Journal of Human Trafficking•2020•Cited by: 3•References: 5

Federal legislation defining the child welfare system’s response to human trafficking does not address labor trafficking of children. Yet the National Human Trafficking Hotline consistently identifies potential cases of labor trafficking involving children under age 18 within the United States. This paper uses administrative data to describe the number and characteristics of children with allegations of labor trafficking investigated by a state c…

  • Improving Identification of Child Maltreatment Fatalities Through Public Health Surveillance

Deborah Gibbs, Lucia Rojas Smith et al.•ARTICLE•Journal of Public Child Welfare•2013•Cited by: 1•References: 4

Estimated fatalities due to child maltreatment may underestimate the true extent of fatal child maltreatment. Public health surveillance of child maltreatment fatalities can help identify previously undetected cases and inform research, policy, and prevention efforts. A pilot effort in three states offers potentially useful insights for state-level child welfare leaders considering a similar collaboration. Key findings include the added value of …

  • The Impact of Work-Related Factors on Soldiers' Treatment: Providers' Perspectives

Monique Clinton-Sherrod, Deborah Gibbs et al.•ARTICLE•Journal of Social Work Practice…•2012

Military settings present a unique context that can affect the continuity of care for substance abuse and other issues. We examined the impact of military work-related factors (increased work tempo, deployment, and permanent change of station) on treatment disruption for substance abuse and family violence among Army soldiers from the perspective of substance abuse treatment providers and clinical social workers. Among the 264 respondents, nearly…

  • Federal Support for Adoption Subsidies: State-Level Variations and the Impact for Adoptive Families

Deborah Gibbs, Nancy D Berkman et al.•ARTICLE•Journal of Public Child Welfare•2006•References: 2

Federal Title IV-E Adoption Assistance is an essential resource for states moving children from foster care to adoption. Secondary analyses indicate that federal funds support nearly half the costs of all adoption subsidies. Due to variations in eligibility, federal matching rates, and states' use of the program, the proportion of total subsidy costs supported by Title IV-E funds ranges from 25 to 72 percent among states. Multivariate analyses of…

  • Determinants of Adoption Subsidies

    Deborah A Gibbs, Deborah Gibbs et al.•ARTICLE•Adoption Quarterly•2006•References: 2

Most children adopted from foster care in recent years received an adoption subsidy. However, little is known about factors associated with subsidy receipt and amount. Analyses of the Adoption and Foster Care Analysis and Reporting System (AFCARS) shows that national data obscure substantial state-level variation in the proportion of adopted children receiving subsidies and the median subsidy amount. Several characteristics of adopted children we…

Almost no previous analysis has been done with state level adoption subsidy data. This paper reports on analyses of subsidy data from North Carolina and California. These analyses indicate the significantly different way that subsidies are used in each state. In California, subsidies change markedly because they are used to purcha…
