A death on Chapel Street
The Canadian Hunger Foundation (CHF), one of Canada’s oldest international development charities, suddenly and unexpectedly collapsed in 2015. This article describes the organisation’s history and achievements, and examines a series of critical missteps by board and staff, CHF’s complicated relationships with its major funders, the political economy of fundraising in Canada and a confluence of events that caused a competent and experienced develo…

International development work in Canada is characterised by a division between the academic community and the practitioners who engage in policy development and implementation. This article documents this disconnect and describes the broader context for the remarkable growth in international development educational programmes. In the face of substantial cuts to Canada’s official overseas development assistance, the de-funding of important think …
The retirement project of George Stuart Atkins
For years after its start-up in 1979, Farm Radio International (FRI) sent radio scripts and other material to broadcasters in more than 100 developing countries, believing it reached as many as 100 million people. By 2000, however, its unidirectional scattershot approach was being questioned by both communication specialists and its principal donor. Following a four-year struggle to reorganise its mission, programmes, and funding, FRI found new p…

Conflict Diamonds
Diamonds, the purest form of carbon, were produced by great heat and pressure 75 to 125 miles below the earth’s surface a billion years ago. Most of the diamonds that subsequently came to the surface did so through small volcanoes that produced carrot-shaped ‘pipes’ of gray- green rock called ‘kimberlite.’ Some of these pipes can be mined by digging down through their core. The initial capital cost of this kind of mining can be enormous, running …

It contributes analytical depth to the diverse debates on accountability in modern organizations by exploring its nature, forms and impacts in civil society organizations, public and inter-governmental agencies and private corporations. The contri…

Changing partners
Northern NGOs live with an increasing level of insecurity and change. Governmental pressures to professionalise contribute to bureaucratisation, while inadequate overheads, an outdated project approach and lengthy approval procedures work against professionalism. Although they spend tens of millions of dollars annually through NGOs, few OECD governments have taken evaluation seriously. Northern NGO survival, therefore, has been largely de-linked …
