The Effectiveness of a Neighbor-to-Neighbor Get-Out-the-Vote Program
We analyze the results of a neighbor-to-neighbor, grassroots get-out-the-vote (GOTV) drive in Virginia, in which unpaid volunteers were encouraged to contact at least three nearby registered voters who were likely co-partisans yet relatively unlikely to vote in the 2017 state election. To measure the campaign’s effectiveness, we used a pairwise randomization design whereby each volunteer was assigned to one randomly selected member of the most ge…
What Unions Do for Regulation
The question of how organized labor affects the content, enforcement, and outcomes of regulation is especially timely in an era in which protective laws and regulations are being scaled back or minimally enforced and union membership is in decline. This article surveys literature from a wide array of regulatory domains—antidiscrimination, environmental protection, product quality, corporate governance, law enforcement, tax compliance, minimum wag…
Putting Data to Work for Workers
The adoption by the Department of Labor (DOL) of new Strategic Goals in 2010 represented an important turning point in its history. In a more thoroughgoing fashion than ever before, DOL has embraced the principle that outcomes and impacts, not outputs, are the criteria by which its worker protection efforts should be judged. The Department's recently adopted New Approach specifies that rigorous data analysis and program evaluation, informed by so…
Coal Mine Safety
Although the United Mine Workers of America (UMWA) has always advocated strongly for miners' safety, the empirical literature contains no evidence that unionization reduced mine injuries or fatalities during the 1970s and ′80s. The author uses an updated methodology and a more comprehensive data set than previous studies to examine the relationship between unionization and underground, bituminous coal mine safety from 1993 to 2010. She finds that…
There's No Place Like Home
In 1871, former slave Lettie Marshall sued the estate of B. G. Marshall, her former master, arguing that she was entitled to farm two hundred acres of his land in Fort Bend County, Texas. Her claim was based on a “homestead exemption” provision of the Texas Constitution, which exempted the homestead of a “family” from “forced sale for debts” and vested continued occupancy rights in surviving “family” members after the death of the family head. Af…
