Between freedoms and (in)subordinations: Experiences of female urban cycle delivery workers
Female cycle delivery workers are located at the intersection between bicycle use, gender relations, and delivery activities, and may be subject to the existing power relations in each sphere, interconnectedly. This article investigates the influence of these relationships on the experiences of female cycle delivery workers in the cities of Belo Horizonte and São Paulo. A content analysis of semi--structured interviews with fourteen cycle courier…
In recent years, there has been an increasing use of apps as a way to perform basic daily services, especially for meal delivery. This scenario has led to the emergence of a new business model known as dark kitchens, which function as small hidden factories for meals within the urban fabric of major cities around the world. In this context, this article seeks to understand how this phenomenon is taking place in the city of Belo Horizonte. To achi…
Citizen science and the (re)discovery of walkability from a child and youth perspective
Encouragement of walking and the use of citizen science directly influence the promotion of positive aspects for society, especially for children and adolescents. The article presents a study conducted with students from a public school, aged between 10 and 12 years, that enhances a walkability assessment tool from the perspective of the younger population. Using a participatory methodology, the study integrates pedestrian perceptions as a determ…
Noise in São Paulo (1950s–1970s): Between the City-Machine and the City-Organism
Between the 1950s and 1970s, as the São Paulo population inflated from a little over two million to more than eight million, residents and public officials proposed a set of regulatory measures to control noise. This article examines shifts in noise-related problems and solutions as a thread to understand the politics of collective living in Brazil’s largest city. Focusing on the noise generated by two major infrastructural projects (the Congonha…
Acoustic Surveillance in Brazil: The Car Wash Operation Panacousticon
In Discipline and Punish, Michel Foucault famously described Jeremy Bentham’s panopticon as the emblematic representation of a shift in power from public and centralised punishment to diffuse and individualised surveillance. Within surveillance studies, Foucault’s panopticon has become a dominant analytical framework. Although Foucault considers the panopticon as a matter of optics and visibility exclusively, Bentham was not oblivious to acoustic…
Accessibility and urban mobility by bus in Belo Horizonte/Minas Gerais – Brazil
Translations and translation gaps: The gunshot acoustic surveillance experiment in Brazil
This article examines crime prevention as it relates to recent developments in audio monitoring for gun crime control. More specifically, I discuss the adoption of ShotSpotter, a device that detects and locates impulsive sounds. ShotSpotter can alert the police promptly whenever gunshots are fired, providing the location, number and exact time of the rounds fired, the number of shooters and even the shooters’ direction of motion. To convert sound…
Introduction: Hearing Like a State
Sound-Politics in São Paulo
This book is an ethnographic study of controversial sounds and noise control debates in Latin America's most populous city. It discusses the politics of collective living by following several threads linking sound-making practices to governance issues. Rather than discussing sound within a self-enclosed "cultural" field, I examine it as a point of entry for analyzing the state. At the same time, rather than portraying the state as a self-enclosed…
Sound-Politics in São Paulo: Noise Control and Administrative Flows
In this article, I discuss community noise in São Paulo, Brazil's wealthiest, largest, and most emblematic modern metropolis. I draw on ethnographic research conducted between 2012 and 2015 with the antinoise agency and the police, the two main institutions responsible for dealing with community noise in the city. I present law enforcement assemblages as both unstable and heterogeneous, managed by people with different (and often diverging) expec…
The Politics of Noise Control in São Paulo
In this article, I discuss São Paulo's legal apparatus in respect of environmental noise. I begin by situating my analysis within broader citizenship issues. I then focus on three debates on noise control in the city. The first two debates involve noise ordinances created in the 1990s and enforced by São Paulo's Programa de Silêncio Urbano (Urban Silence Programme, PSIU). The first revolves around the evangelical lawmakers' attempts to exclude, m…
Expanded commuting in the metropolitan region of Belo Horizonte: Evidence for Reverse Commuting
Large Brazilian cities, particularly those that have experienced rapid population growth since the middle of the last century, have exhibited significant signs of population dispersion in their peripheries in recent decades. A study of the population’s spatial redistribution in the Metropolitan Region of Belo Horizonte (MRBH) confirms this finding. In the process of dispersion, the levels of urban commuting increase, and commuting becomes a relev…
