Post-normal science in practice
Post-Normal Science (PNS) emphasises the need for scientists and policy-makers to iteratively co-analyse and learn together, as part of an extended peer community. However, the roles and implications for scientific experts when interacting with policy-makers are not well understood. Informed by insights from science and technology studies (STS) on modalities of interaction and the multiple potential roles of experts, we reflect on our experiences…
What Was That Word? It’s Part of Ensuring Its Future Existence” Exploring Engagement Collectives at the European Commission’s Joint Research Centre
This paper provides an empirical analysis of an initiative to establish a Community of Practice on citizen engagement at the European Commission’s (EC) Joint Research Centre (JRC). This initiative is one of the more recent attempts to institutionally stabilize citizen engagement in policy-making processes within the EC; such attempts are visible, for instance, in the political agenda of Ursula von der Leyen, whose sixth priority is a “new push fo…
The politics of measurement and the case of energy efficiency policy in the European Union
Energy efficiency is a policy strategy to make energy savings and reduce greenhouse gas emissions in Europe. This paper investigates the passage of amendments to the Energy Efficiency Directive during 2016–2018 as a case study. It focuses on an incident, in which the rapporteur in charge of the energy efficiency file in the European Parliament proposed to re-think the way energy efficiency is defined and measured thus initiating a struggle over t…
Indicator development as a site of collective imagination? The case of European Commission policies on the circular economy
In recent years the concept of the circular economy gained prominence in EU policy-making. The circular economy promotes a future in which linear ‘make-use-dispose’ cultures are replaced by more circular models. In this paper, we use the concept of sociotechnical imaginaries to ask how an imaginary of circularity has been assembled and stabilized, which imaginative resources were drawn on, and how goals, priorities, benefits and risks haven been …
Transdisciplinary Sustainability Research in Practice
Over the past decades, we have witnessed calls for greater transdisciplinary engagement between scientific and societal actors to develop more robust answers to complex societal challenges. Although there seems to be agreement that these approaches might nurture innovations of a new kind, we know little regarding the research practices, their potential, and the limitations. To fill this gap, this article investigates a funding scheme in the area …

Living in Europe, Working for Europe
The Maastricht Treaty has extended the European Union's powers in the education sector. Whereas the focus has been on universities so far, the opportunities have now been extended to include vocational training and school programs
Reform of EU Education Policy
"If I were to set the process of uniting Europe in motion once more, I would start with education," Jean Monnet, the great European, is reported to have once said toward the end of his life about his work devoted to the unification of Europe. Starting with education; in this field too, doors have been thrown open following the ratification of the Maastricht Treaty. The European Union has reformed its education policy, reorganized the programs, an…
