Hong Kong: How Beijing Perfected Repression
China's move to impose on Hong Kong a new National Security Law (NSL) in 2020 and accompanying "electoral reforms" in 2021 represent a complete hollowing out and abandonment of the city's liberal-democratic constitutional model that Beijing had promised to let stand. These policies turned Hong Kong's vaunted legal system into the chief instrument of repression, challenging the independence of the city's courts, law enforcement, and legislative pr…
Strengthening Constitutionalism in Asia
Much has been written about the retreat of liberal democracy. In Asia, a region where the notion of illiberal democracy has long been advocated, illiberalism and populism have spawned numerous constitutional crises. Drawing on experience from countries across Asia, this article stresses seven principles as a roadmap to establishing and maintaining a liberal constitutional democracy. These cover all stages of the process, from early mobilization a…
Liberty, Property and Popular Politics: England and Scotland, 1688-1815. Essays in Honour of H. T. Dickinson
A broad, richly detailed examination of the cultural, political and social history of Britain's long eighteenth centuryFew scholars can claim to have shaped the historical study of the long eighteenth century more profoundly than Professor H. T. Dickinson, who, until his retirement in 2006, held the Sir Richard Lodge Chair of British History at the University of Edinburgh. This volume, based on contributions from Professor Dickinson's students, f…
Hong Kong’s Umbrella Movement: Beijing’s Broken Promises
China’s “one country, two systems” model elaborated in the 1984 Sino-British Joint Declaration and the 1990 Hong Kong Basic Law promise Hong Kong a high degree of autonomy, universal suffrage, human rights and the rule of law. The June 2014 Chinese White Paper on the “one country, two systems” model and the August 2014 NPC Standing Committee decision on democratic development undermined both the rule of law and Hong Kong’s democratic development.…

Mitochondrial DNA analysis of an immigrant basque population: Loss of diversity due to founder effects
The Basques have a well‐documented history of migration and settlement in the Americas, and they often retain cultural identity across generations. Numerous genetic studies have been carried out on European Basques; thus, immigrant Basques are an ideal population for investigating the genetic consequences of a recent human migration event. We have sampled 53 unrelated individuals with Basque ancestry in Boise, Idaho and determined the mitochondri…
The Y-STR Genetic Diversity of an Idaho Basque Population, with Comparison to European Basques and US Caucasians
Fifty unrelated Basque males from southwest Idaho were typed for the 17 Y-STR loci in the Yfiler multiplex kit (DYS19, DYS389I, DYS389II, DYS390, DYS391, DYS392, DYS393, DYS437, DYS438, DYS439, DYS448, DYS456, DYS458, DYS635, YGATA H4.1 and DYS385a/b). In total, 42 haplotypes were identified, with no more than two individuals sharing a single haplotype. The haplotype diversity (HD) was 0.9935, and gene diversity (D) over loci was 0.457 ± 0.137. T…
Conditioned Pharmacotherapeutic Effects: A Preliminary Study
OBJECTIVE: To test the hypothesize that psoriasis patients treated under a partial schedule of pharmacologic (corticosteroid) reinforcement would show less severe symptoms and relapse than those given the same amount of drug under standard conditions. Behavioral conditioning as an inherent component of many pharmacotherapeutic protocols has never been examined. METHODS: A double-blind, simple randomization intervention was conducted with 46 patie…

Missed Call? A Reexamination of Sport Fans' and Nonfans' Alcohol Usage and Alcohol-Related Experiences
The current investigation attempted to replicate and extend Nelson and Weschler's (2003 Nelson , T. F. and H. Wechsler . 2003 . “School Spirits: Alcohol and Collegiate Sport Fans.” Addictive Behaviors 28 : 1 – 11 .[Crossref], [PubMed], [Web of Science ®] , [Google Scholar]) research that indicated that college student sport fans were more likely to report problematic alcohol usage and more negative alcohol-related experiences in comparison to non…
Establishing a Workable Autonomy in Tibet
This article recommends a change in China's policy toward Tibet to better conform to national commitments and international obligations. Since the People's Liberation Army marched into Tibet in the 1950s China has generally imposed its will on the Tibetan people. The 1951 "17-Point Agreement on Measures for the Peaceful Liberation of Tibet" reflected the view that China was liberating Tibetan territory from imperialist forces. From the Tibetan pe…

The Quest for Self-Rule in Tibet
The difficulties between the PRC Government and the Tibetan Government-in-Exile over their favored path to autonomy in Tibet stretch back over fifty years since China's original occupation and the Dalai Lama's 1959 flight into exile. While China's actual control over Tibet has gained international recognition, a non-violent strategy of resistance against sometimes-harsh policies has won the Tibetan exiles considerable international solicitude. Th…

The future of Tibet: A Chinese dilemma
Constitutionalism and Hong Kong's future
This paper considers the transition and handover processes in Hong Kong in terms of constitutional development. It is argued that the Sino‐British Joint Declaration effectively promises Hong Kong a liberal constitutional system and that this system has been implemented in part and eroded in part. It considers the health of Hong Kong's constitutional system in the first year‐and‐a‐half of the handover. The paper then identifies the three central t…
The Case for Chinese Federalism
The Case for Chinese Federalism Michael C. Davis (bio) China presents many faces to the outside observer. The dramatic economic reform processes of recent years have contributed to its diversity. What is less understood overseas is that this diversification has been accompanied by a marked tension in the relationships between the Beijing government and its assertive peripheral and regional communities. Throughout this period, China has resisted f…
