    The statistics on minority children give an unequivocal indication of their plight: the drop-out rate of white students 16 to 17 years of age is 9 per cent; the rate for Negro students is almost twice as high.2 In the Northeast, the average Negro student who does manage to struggle through high school has an achievement level nearly three and one-fourth years below that of his white counterpart by twelfth grade.3
