  • Walking the Moral Tightrope: Federal Civil Servants' Loyalties, Caution, and Resistance under the Trump Administration

Jaime Kucinskas, Yvonne Zylan•ARTICLE•American Journal of Sociology•2023•Cited by: 12•References: 41

The Trump administration and its supporters were quick to decry the federal civil service as a “deep state” thwarting the president’s agenda. Yet most research describes the career corps as loyal to mission, risk averse, and rarely partisan. Our research asks whether this characterization holds under conditions of budding autocracy and efforts to dismantle the administrative state. Our case study uses data collected over 2017–20 and finds that, d…

  • Sexuality and the Law

    Open Access•Yvonne Zylan•CHAPTER•Wiley Blackwell Encyclopedia of…•2017

Theoretical scholarship on law and sexuality has increased dramatically over the past several decades, in part due to an increase in litigation pursued by social movements representing sexuality‐based interests and identities. Much of this recent scholarship adopts an instrumental view of law, examining doctrinal framing strategies, especially rights‐based claims. Critiques based in critical race theory, critical legal studies, feminism and femin…

  • Breaking Down the State: Protestors Engaged

Open Access•Afp Photo, Genya Savilov et al.•BOOK•Breaking down the State•2015

Recent years have seen an explosion of protest movements around the world, and academic theories are racing to catch up with them. This series aims to further our understanding of the origins, dealings, decisions, and outcomes of social movements by fostering dialogue among many traditions of thought, across European nations and across continents. All theoretical perspectives are welcome. Books in the series typically combine theory with empirica…

  • Ending Welfare As We Know It (Again): Welfare State Retrenchment, 1989-1995

    Yvonne Zylan, Sarah A Soule•ARTICLE•Social Forces•2000•Cited by: 12

In the late 1980s and 1990s, the Aid to Families with Dependent Children fell victim to a dramatic retrenchment as states submitted waivers, or permission slips to experiment with their public assistance programs by implementing new methods of exclusion and regulation. We find that Republican states were quick to submit federal waivers to the the AFDC program, as were states with high AFDC payments. As Soule and Zylan (1997) found in their study …

  • Maternalism Redefined: Gender, the State, and the Politics of Day Care, 1945-1962

    Open Access•Yvonne Zylan•ARTICLE•Gender & Society•2000•Cited by: 3•References: 4

At the end of World War II, Congress terminated the only national day care policy ever enacted to that point in the United States. It was nearly 20 years later, with the 1962 Public Welfare Amendments, that the American state launched the next national experiment in day care. This policy was constructed not in response to the needs of working women but rather to address rising concerns over the Aid to Dependent Children (ADC) program. In this art…

  • Runaway Train? The Diffusion of State-Level Reform in ADC/AFDC Eligibility Requirements, 1950-1967

    Sarah A Soule, Yvonne Zylan•ARTICLE•American Journal of Sociology•1997•Cited by: 51•References: 27

Displeased with the increasing expenditures on ADC/AFDC and the changing demographic composition of the recipient population, state managers between 1950 and 1967 attempted to restrict the program. One way this was accomplished was through enacting work requirements as a condition of eligibility. Temporal variation in the enactment may be explained through a synthesis of two theoretical traditions on policy development: the intrastate and interst…

  • It Happened Here: Political Opportunity, the New nstitutionalism, and the Townsend Movement

    E Amenta, Yvonne Zylan•CHAPTER•Social Movements•1995

The Townsend movement, which sought pensions for the elderly in the Great Depression, was much larger in some states than others and its size fluctuated in the 1930s. Frustration or grievance theory predicts that the movement would be stronger when and where old people suffered more. The challenger perspective expects greater growth when and where indigenous organizations of the aged already existed. Political opportunity theories expect challeng…

  • A Hero for the Aged? The Townsend Movement, the Political Mediation Model, and U.S. Old-Age Policy, 1934-1950

E Amenta, Bruce G Carruthers et al.•ARTICLE•American Journal of Sociology•1992

During the Depression, the Townsend movement enjoyed varied success in seeking pensions for the aged. Social-movement models predict that success depends on the mobilization of resources or on collective action. Other theories predict that economic or political conditions cause the emergence of movements and changes in public spending. The political mediation model used here holds that, to succeed, a movement must reinforce political action with …
