Quotas Unhinged? How the Change to Preferential Voting Impacts Women’s Representation in Two German Länder
Proportional electoral systems, especially when coupled with voluntary party or legislative gender quotas, have been considered beneficial for advancing women’s representation. Extant research on preferential voting in proportional systems, however, yields conflicting evidence. We focus on recent electoral reforms in two German Länder, Hamburg and Bremen, that converted their proportional system from closed to open party lists with preferential v…

Machine Learning Meets Provenance Research: Recognising and Transcribing Handwritten Annotations in Auction Catalogues
Provenance research studies the origin and ownership history of objects including the conditions under which a change in ownership took place. In order to reconstruct the provenance of objects, provenance researchers utilise sources such as archival records, literature and online databases as well as examining the object itself. One essential online database for researchers is German Sales, which contains digitised auction catalogues from mostly …
Have Your Say’ in practice: Assessing citizens’ use of the EU’s public consultation platform
Article 11 of the Treaty on European Union stipulates that the Commission shall consult citizens and civil society. The breadth, frequency, and user-friendliness of consultations have increased considerably since the Lisbon Treaty of 2007 and Better Regulation Agenda of 2015. This study examines the extent to which individual citizens in member states use the consultation process; the policy areas in which they are predominantly active; and the d…

Party Politics and the Implementation of Gender Quotas: Resisting Institutions
Angela Merkel and the CDU Quota Curse
During the 2019 centennial celebration of women’s suffrage in Germany, Chancellor Angela Merkel conceded that gender quotas are important and that the ultimate goal must be gender parity. Merkel’s legacy in terms of advancing women within her own party, however, is mixed. Surrounding herself with a tight circle of women professionals and arguably modelling success for fellow women party members, she nonetheless remained noncommittal on parity. He…
Leading from Behind? Gender Equality in Germany During the Merkel Era
Whilst maintaining its status as an economic engine in Europe, Germany has historically been a laggard in adopting gender equality measures. The European Gender Equality Index, however, now ranks Germany relatively high and shows substantial progress since 2005. While this has gone mostly unnoticed, Germany has passed far-reaching legislation in major policy fields relevant for gender equality. This expansive policy adoption occurred during the c…
Financing Gender Equality: Budgets for Women’s Policies in German and Austrian Länder
State budgets reflect political priorities, providing a measure of issue relevance over time and comparatively across states. This article offers the first analysis of Länder budgets for women's policy agencies (WPA) in Germany and Austria between 1991 and 2018. Comparing Länder WPA budgets provides insights into material allocations to, and the conditionality of, gender politics in Germany's strongly federalized state and Austria's weak federati…
Transforming Information Into Knowledge: How Computational Methods Reshape Art History
Current research in computer vision highlights the potential of using computational methods to analyze and access large datasets of real images and videos, performing tasks such as object detection or finding visual similarities. This essay describes how the application of these computational methods to digital art data transforms information inherent in images into new knowledge. We support this claim by presenting various research examples in t…

Gender Equality in Post-Unification Germany: Between GDR Legacies and EU-Level Pressures
East German writer Christa Wolf’s provocative question ‘what remains?’ following the demise of the GDR held particular relevance for unifying differently gendered societies. The GDR had championed its female workforce, comprehensive childcare and liberal abortion rights, in stark contrast to the Federal Republic. West German feminists, who had historically mistrusted the state, had only just begun to scale up their engagement in and with politica…
German Unification as a Catalyst for Change: Linking Political Transformation at the Domestic and International Levels
Fundamental social, political and economic changes that have taken hold in the Federal Republic since 1990 have undermined the idea of a single master narrative setting the course for unification. This special issue links processes of national transformation to a wide array of domestic, supranational and global developments, highlighting the long-term impact of unification on policy domains often neglected during earlier stages of analysis. Native American men-women, lesbians, two-spirits: Contemporary and historical perspectives
People living in the role of the "other" sex in Native American cultures, often entering into same-sex relationships, have been subject to various anthropological, historical, and psychological analyses and interpretations. Most recently, there has been a shift to an indigenist/decolonial interdisciplinary focus on lesbian, gay, bisexual, transgender, and queer Native people. This article gives a discussion of approaches to the subject, with a fo…
Between whisper and voice: Online women’s movement outreach in the UK and Germany
Women’s movements in Western Europe are not dead, but they have altered their strategies in ways that require adaptation of investigative repertoires. Recent research highlights women’s movements’ pathways into institutions as well as the transnationalisation of activism. This article focuses on the shifting public communication repertoire associated with these developments. Communication and movement outreach across Europe are increasingly const…
Does Federalism Impact Gender Architectures? The Case of Women's Policy Agencies in Germany and Austria
This article investigates how strong German and weak Austrian cooperative federalism affect women’s policy machineries. We find that it is the federal organization of both polities that has posited engrained advantages for the establishment and the sustainability of women’s policy agencies (WPA). We also find that center/left parties are crucial for sustaining and advancing the role of WPA. However, during economic crises, we see that the women’s…
NGOs, Civil Society, and the Public Sphere
Nongovernmental organizations act on behalf of citizens in politics and society. Yet many question their legitimacy and ask who they speak for. This book investigates how NGOs can become stronger advocates for citizens and better representatives of their interests. Sabine Lang analyzes the choices that NGOs face in their work for policy change between working in institutional settings and practicing public advocacy that incorporates constituents'…

Contested Institutionalisation: Women's Policy Agencies and Challenges to Gender Equality in Germany
Germany has created one of the world's largest women's policy infrastructures. But the scope as well as the effect of institutionalising women's policy agencies is contested. Even committed proponents of gender equality note the agencies' limited influence in important policy arenas. Critics of institutionalisation have used the fiscal crisis of the past decade to push efforts to downsize or diversify the mission of women's policy agencies. Build…
Gender Governance in Post-unification Germany: Between Institutionalization, Deregulation and Privatization
When Myra Marx Ferree assessed the conditions of German state feminism in 1995, she employed the metaphor of the 'half-full or half-empty glass' to analyse the mixed success of the women's equality machinery (Ferree, 1995). Positive effects included the institutionalization of communication venues between the autonomous feminist movement and femocrats and the power of the women's offices to keep gender issues on the political agenda, leading to s…
Men as Women, Women as Men: Changing Gender in Native American Cultures
As contemporary Native and non-Native Americans explore various forms of "gender bending" and gay and lesbian identities, interest has grown in "berdaches," the womanly men and manly women who existed in many Native American tribal cultures. Yet attempts to find current role models in these historical figures sometimes distort and oversimplify the historical realities. This book provides an objective, comprehensive study of Native American women-…
