  • Trump's Transactional Diplomacy: Breakthrough or Breakdown

    Open Access•Guilain Denoeux, Robert Springborg•ARTICLE•Middle East Policy•2026

The US‐Israeli war on Iran appears to demonstrate the perils of a transactional diplomacy that dismisses the rules‐based, liberal international order in pursuit of American dominance. Much of the growing literature assumes transactional diplomacy will be a temporary, Trump‐driven departure from traditional, values‐based statecraft. By contrast, while we harbor reservations about transactionalism, we refuse to embrace such predetermined conclusion…

  • From Rebuilding to Restoring Political Order: A New Agenda for Failed Arab States

    Open Access•Guilain Denoeux, Robert Springborg•ARTICLE•Middle East Policy•2025

A new approach to rebuilding collapsed states is being trialed in the Arab world, most conspicuously by the Trump administration but with broad international support. This replaces the previous model—favoring democratic building blocks like inclusion, compromise, reconciliation, accountability, and citizenship—which is now seen as too costly. The new paradigm instead elevates powerful actors who can impose political and social order, backed by an…

  • Rethinking the Moroccan Parliament: The Kingdom's Legislative Development Imperative

Guilain Denoeux, Guilain P Denoeux et al.•ARTICLE•The Journal of North African…•2007•Cited by: 7

The Moroccan legislature should receive more credit than it does for its manifold contributions to the kingdom's political life and reform efforts. Many of the weaknesses which observers frequently ascribe to parliament actually reflect deeper, structural deficiencies within the Moroccan body politic, or they merely flow from the insufficient level of resources that have been placed at the disposal of the legislature. Even so, parliament enjoys a…

  • La Tunisie de Ben Ali et ses paradoxes

    Guilain Denoeux•ARTICLE•Maghreb - Machrek•1999•Cited by: 2

  • Understanding Morocco's 'sanitisation campaign' (December 1995 to may 1996)

    Guilain Denoeux•ARTICLE•The Journal of North African…•1998•Cited by: 3•References: 1

The sanitisation campaign in Morocco was, in reality, a device to stabilise the existing political order and to prepare the ground for ‘alternance’. As such it was orchestrated by the established political authorities who ensured that it could not threaten the overall political order. Although it was a brilliant gambit in this respect, it also demonstrated the weakness of the Moroccan media and of civil society. It was, however, an essential prep…
