The sanitisation campaign in Morocco was, in reality, a device to stabilise the existing political order and to prepare the ground for ‘alternance’. As such it was orchestrated by the established political authorities who ensured that it could not threaten the overall political order. Although it was a brilliant gambit in this respect, it also demonstrated the weakness of the Moroccan media and of civil society. It was, however, an essential preparation for the government that was brought to power in early 1998
