The Concept of Validity.
This article advances a simple conception of test validity: A test is valid for measuring an attribute if (a) the attribute exists and (b) variations in the attribute causally produce variation in the measurement outcomes. This conception is shown to diverge from current validity theory in several respects. Eiting and Mellenbergh (1980) used Monte Carlo studies to investigate the power in testing covariance matrix hypotheses. Although their reasoning for specifying the common variance in the Monte Carlo study may have been incorrect, the results of a second Monte Carlo study appear to be realistic. It is recommended that simulations be based on empirical estimates of parameter values

In this paper Jöreskog's model of congeneric tests is used to analyze agreement between raters. Raters are treated as measuring instruments. The model of congeneric tests, of which classical prallelism and tau-equivalence are shown to be special cases, is applied to teachers' ratings of students' responses on open-end questions. The findings suggest that the ratings are tau-equivalent and that the ratings given by the teachers are reliable
