Fragmented and Polarized Civil Society Claims: How To Study Opposing Social Movements?
Acknowledging the fragmentation and polarization of civil society, social movement scholars face methodological, ethical, and epistemological challenges in studying movements with opposing or incompatible claims. This article explores how traditional movement–countermovement frameworks can obscure the complexity of conflicts among grassroots actors, particularly when contention occurs in horizontal spaces rather than between movements and institu…
Temporalities of Closure in Urban Planning Conflicts
To understand temporality and power of citizens in urban planning and development processes, we need to understand how closure is achieved. We define closure as the moment when active contestation against a particular planning decision ends. The temporal and democratic nature of urban planning and development thus give possibilities of using temporal power over closure to the hands of social movements and citizens. To show how these ideas work in…

Alliances between Authorities and Activists in Urban Local Conflicts
Cooperation between public authorities and activists is a well-studied issue in social movement research. However, the authorities are often considered monolithic and analyzed as targets of activists’ actions affecting urban conflict outcomes. Meanwhile, various representatives of public authorities demonstrate their own interests in urban disputes and different levels of engagement in resolving conflicts. An evaluation of the database concerning…
Naughty,” “Nice,” or “Homo Sapiens: ” Gendered Political Toolkits in a Housing Mobilization 1
This article advances our understanding of how gender structures political interaction by examining the constraints and opportunities associated with gender in a housing mobilization. These constraints and opportunities are rooted in social and political hierarchies and shaped by the gendered political toolkits: the demarcation of social issues as male or female, gendered political language and gender‐appropriate emotions, and the division of act…
Gains and Losses in the Urban Political Field: Multilayered Outcomes of Mobilization in Moscow’s Housing Controversy
Social movements attain a variety of incremental gains as they strive to achieve their primary goals. The gains include new worldviews (“frames” and “cognitive toolkits”) and relationships (social networks, alliances, and adversities). Even if a movement does not achieve its primary goals, the accumulated gains can pull people further into new arenas of collective action, transforming the configuration of the political field., This article builds…
Stirring culture: Moral batteries and public characters in the battle over Moscow's renovation
Just as scholars used culture to 'fill in' our understanding of what was happening inside structural processes, so emotions can fill in many cultural concepts deployed in theories of social movement recruitment, decision-making, and impacts. Looking at the controversy around Moscow's Renovation, a giant urban renewal project launched in 2017, we describe how both sides tried to recruit and persuade others. We analyze two examples of carriers of c…

Making Urban Futures at Your Kitchen Table: Temporalities of an Urban Renewal Controversy in Moscow
While the nexus of time and space in cities is an established tradition in urban research, the specific temporality of urban planning and redevelopment projects is an emerging theme in the field. Focusing on the intensified interactions in various arenas around a controversial housing renovation program in Moscow, this article examines how and where urban futures are created from a polyphony of individual perspectives, aspirations, and projects. …
Bring Your Own Politics: Life Strategies and Mobilization in Response to Urban Redevelopment
This article contributes to social movement literature and theories of strategic action by making the case for an analytic distinction between habitual and intentional life strategies, namely the ways in which people pursue what they value in life. Housing strategies are one example of life strategies. The distinction helps explain how political players, including social movements, bring about social change (or preserve the status quo) by changin…
Urban Anthropology: Russia
Russian cities are unequal in terms of their access to infrastructure and jobs, the quality of their living environment, and the media attention they receive. While some cities attract internal and international migration, others lose their population because of dramatic social and economic shifts experienced by the country in recent decades. Academic research on cities focuses on urban inequality, segregation, experiences of migrants, and urban …

Strategic interaction sequences: The institutionalization of participatory budgeting in New York City
An interactive approach to social movements highlights time dynamics in ways more correlational approaches do not, in that interaction and outcomes unfold in sequences as players react to one another. Some aspects of these engagements are shaped by institutional schedules, while others leave discretion to the players. Some institutional schedules, meanwhile, may be reshaped by strategic interactions. By examining the implicit trade-offs and expli…
The Apathy Syndrome: How We Are Trained Not to Care about Politics
The role of emotions in social movements and mobilization has been an important focus of recent research, but the emotional mechanisms producing apathy and non-participation remain under studied. This article explores the thinking and feeling processes involved in the production of apolitical attitudes, paying particular attention to their social and cultural context. Cultural norms of appropriateness and emotional expression can hinder or boost …
