The Fragility of Trust: Interpersonal Encounters, Institutional Distrust, and Conditional Spillovers in the Area of Social Service Delivery
This paper examines social assistance for vulnerable families at the frontline level of service delivery, exploring how citizens' trust and distrust are shaped within this administrative context. It addresses three questions: Do citizens distinguish between trust and distrust in frontline workers and public institutions when reporting on their encounters with welfare services? Which key attributes of trustworthiness emerge from their experiences …
European Lobbying: An Occupational Field Between Professionalism and Activism
Introduction: Comparative European Perspectives on Transnational Solidarity Organisations
Solidarity with the deprived is a mission that many civic organisations share throughout Europe. The various crises, to which the European Union has been exposed to, have fueled and constrained this collective action at the same time. This article offers an introduction into this special issue. It highlights that the objective is to provide sound empirical findings about the magnitude and structure of the organisational field and to offer theoret…
Citizens’ Solidarity in Europe: Civic Engagement and Public Discourse in Times of Crises
Waves of transnational solidarity organisations in times of crises: Actions, obstacles and opportunities in Europe
Although transnational solidarity organisations have a long history and cover a wide repertoire of activities This is particularly true when examining recent transnational solidarity activism in fields exposed to severe alterations and grievances, such as migration and unemployment. This analysis is overdue and promises important insights, given the recent crises that have affected the European Union and its member states and have thus spurred so…
Does Organisation Matter? Solidarity Approaches among Organisations and Sectors in Europe
European citizens continue to engage in solidarity activities in support of vulnerable groups within and beyond their own countries. Many of these organised practices of transnational solidarity provide research with important insights into the features and conditions of organisational forms of support. This article makes use of a unique dataset of transnational solidarity organisations in eight European countries during a period of economic rece…
The Diverging Presence of Youth in Public Discourse: A Comparative Analysis of Youth-Related Debates Across Countries and Issue Fields
Youth is a recurrent topic of public debates, particularly because youth features in almost all issue fields discussed in mass media, ranging from educational and cultural to criminal matters. However, previous research has highlighted that youth is not necessarily actively involved in raising its own voice within the public sphere, which gives cause for concerns about the representation of youth in public discourses and thus in democratic opinio…
European Solidarity at a Crossroads? Citizens’ Attitudes and Political Behaviors in Europe
Many observers have voiced their concerns that solidarity is at risk in Europe. Given this wider context, we are urgently in need of sound empirical analyses examining the various dimensions of solidarity in Europe. Public debates focus on solidarity in many respects but there is to date a lack of empirical evidence to draw upon to inform them. In this context, this special issue emerges from research conducted in the European Union–funded resear…
European Transnational Solidarity: Citizenship in Action
Europeans proclaim a readiness to engage for solidarity in support of others, even across their most immediate environment. However, our knowledge is rather limited on how widespread transnational European solidarity might be. Additionally, we do not know what kinds of beliefs and ideas are patterning cognitively the popular conceptions of transnational European solidarity. This article aims to present fresh insights on all these aspects. The ana…
Solidarity as a Public Virtue?: Law and Public Policies in the European Union
However, what, then, is the specificity of solidarity when compared with the other concepts? A close look at the literature reveals that most scholars agree on the specification that solidarity is a relationship of support tied to group-related rights, responsibilities and obligations. This relationship of support can be linked to informal groups, by the assumed 'neediness' or 'deservingness', the social or spatial proximity of the targeted group…

Solidarity Activism in Germany: What Explains Different Types and Levels of Engagement?
The chapter investigates patterns of solidarity activity in Germany regarding the national, European and non-European level as well as refugees, unemployed and disabled people. We use multinomial regression to test a number of factors, including socio-economic variables but also subjective positioning, ideational factors, motifs and political beliefs. We find only limited socio-economic patterns and thus emphasize that solidarity is shaped by fee…
Solidarity in Europe–European Solidarity: An Introduction
This book aims to answer a number of questions on solidarity through the analysis of data from an original cross-national survey conducted within the TransSOL project. How developed are solidarity attitudes and practices among citizens of European member states? How diffused are these orientations when comparing various target groups, among them refugees/migrants, unemployed people, and the disabled? And how strongly are citizens engaged in helpi…
Solidarity in Europe: A Comparative Assessment and Discussion
The concluding chapter paints a comparative picture of civic solidarity within and across European member states. For this purpose, we describe the main findings from our survey by presenting and highlighting the various levels of solidarity-driven practices and attitudes in comparative terms. Additionally, we identify the importance of European solidarity when compared to national or global solidarities in Europe. Finally, the chapter assembles …
Subjective Europeanization’: Do inner-European comparisons affect life satisfaction
Research in the social sciences has shown recurrently that life satisfaction varies across countries. More recently, the question was raised whether Europeans are comparing living conditions in European countries, and whether these comparisons are affecting the way they assess their personal situation. The paper uses original survey data from nine European countries in order to answer these questions. We analyze the way European citizens assess t…
Born to Die Online? A Cross-National Analysis of the Rise and Decline of Alternative Action Organizations in Europe
Alternative collective initiatives often emerge during hard times, supporting citizens and helping them meet their increasing needs through nonmainstream economic activities. To this end, citizens organize formal and informal alternative action organizations (AAOs). Recent studies have shown that the economic crisis was a trigger for the founding of a wide variety of new AAOs, especially in the countries most affected, such as Greece and Spain. O…
Action Organization Analysis: Extending Protest Event Analysis Using Hubs-Retrieved Websites
The comprehensive and systematic study of collective action organizations (AOs) requires a new methodological approach that takes into account the rise of online sources as well as the new ways in which people interact and participate in politics. This article aims to present and situate in the related literature such an approach, which was recently created and applied in two European Commission funded research projects, LIVEWHAT and TransSOL, ac…
Political Claims and Discourse Formations: A Comparative Account on Germany and Greece in the Eurozone Crisis
The economic crisis following the financial meltdown in 2007 had disparate impacts for citizens of the southern and northern Eurozone member states. In this study, we analyze public debates in Germany and Greece, two countries that have attracted global attention during the crisis, through a political claims analysis based on newspaper articles published between 2005 and 2014. The article makes use of multiple correspondence analysis to detect th…
Beyond the Ballot Box: Changing Patterns of Political Protest Participation in Germany (1974–2008)
This article deals with the development of 'unconventional' political participation in Germany between 1974 and 2008. Our aim is to describe empirically the evolution of protest actions across time and differences between east and west. Moreover, we strive to unveil explanatory factors by analysing data from the Political Action Survey (1974/75) and the European Values Study (2008) in regard to lawful demonstrations. For this purpose, we draw on …

Promoting social E urope? The development of E uropean youth unemployment policies
Since the beginning of the millennium, the institutions of the E uropean U nion have intensified their political efforts to combat youth employment. Youth‐specific policy initiatives were launched after the financial and economic crisis of 2008, and the overall subsequent rise of unemployment rates among young people. In this article, we analyse and assess these developments on the basis of an analysis of E uropean policy documents and interviews…
The Protests of the Unemployed in France, Germany and Sweden (1994–2004): Protest Dynamics and Political Contexts
Collective protest actions by the unemployed and the precariously employed spread throughout the European countries during the late 1990s and early 2000s. Social movement scholars became interested in these mobilizations because these protest actions challenged the assumption that poor people and weak interests rarely engage in such activities. This paper deals with these challenges by summarizing and discussing the latest research on the mobiliz…

Commercial consultancies in the realm of public affairs and interest intermediation have become an important player within the European Union. This paper presents findings from a survey of commercial interest intermediation. It illustrates that the business has grown and established itself gradually as an accepted and legitimate route of monitoring and influencing European policy-making. Moreover, we perceive that a certain integration and concen…

Transcending Marginalization: The Mobilization of the Unemployed in France, Germany, and Italy in a Comparative Perspective
Mobilization by the unemployed has traditionally been considered a highly improbable phenomenon. However, recent observations challenge such a supposition. Our article compares protest waves in France, Germany, and Italy, where the unemployed successfully organized themselves and acted on their own behalf for several months. We argue that mobilization of the unemployed—although it empirically proved to be a possibility—remains very fragile, parti…
The aesthetic of radicalism: The relationship between punk and the patriotic nationalist movement of the Basque country
Our time has come Tio/ I'm Basque and I'm proud/ That's enough Tio, say it loud/I'm Basque and I'm proud! (Negu Gorriak, 1989)The relationship between popular music and social movements does not in itself constitute an exceptional phenomenon. However, Basque Radical Rock (as Basque punk has come to be called) has emerged as a peculiar phenomenon of the history of political mobilisation in Euskadi (the Basque name for Basque country). This peculia…
Moving Into the European Orbit: Commercial Consultants in the European Union
European integration has attracted numerous interest groups to the European Union, but also many commercial consultancies that work in the realm of public affairs and interest representation. The article offers empirical evidence on this business and aims to answer two questions: which sectoral and national interests are being serviced and how is the business organized in terms of working areas and levels of action? The findings illustrate that t…

Joining the Cocktail Circuit: Social Movement Organizations at the European Union
Although social movement organizations have established themselves successfully on the European level, there is dispute whether the European Union is conducive or detrimental to movement politics. One view is that the EU's particular opportunity structures and styles of policy making subvert unconventional forms of action and participation, thus transforming social movements into a fragmented field of individual interest groups and lobbies. This …

Transcending Marginalization: The Mobilization of the Unemployed in France, Germany, and Italy in a Comparative Perspective
Mobilization by the unemployed was long considered highly improbable. The obstacles have been abundantly outlined in the literature and related to powerful forces of social and political atomization (Richards 2002). First of all, we are dealing with a very heterogeneous group of people with different biographies, diverse interests, and a range of identities and belief-systems. Mobilization is further hindered by the public stigmatization of the u…
