Pathways to Substate Variation in the UK's Employment Relations: The Case of the Welsh Government
The UK is often viewed as a centralised entity that has pursued neoliberal policies. Yet its political system features devolved parliaments whose governments deploy responsibilities including those linked to employment relations. This article explores the Welsh Government's role within employment relations to argue that it has shaped pathways to substate variation by (1) defining the procedural status of other actors through creating social partn…
Introduction to a Special Issue: Social Europe: The Changing Contours of Transnational Employment Relations in the European Union
Employment relations in Europe today differ from how they were prior to the 2008 financial crisis and the COVID-19 pandemic, as key terms and conditions (e.g., wages) and sectors of economic activity (e.g., platform work and the green economy) are now subject to direct political intervention by the European institutions. Transnational (horizontal) competition within the Single European Market has long provided a context for national employment re…
Determinants of union strategies towards the twin digital and green transitions in the German and Belgian automotive industry
This article examines union strategies towards the twin digital and green transitions, comparing the German and Belgian automotive industries. The drive towards net-zero and more digital economies is manifested through the move from fossil fuel-powered cars to electric cars, engendering a reorganisation of production, work and employment among car manufacturers. We identified two strategic union response patterns. While German unions are developi…
Union Coalitions and Strategic Framing: The Case of the Agricultural Advisory Panel for Wales
This article analyses the creation of a union coalition that introduced a new employment relations institution: the Agricultural Advisory Panel for Wales. Building on social movement theory, the article argues that the union's strategic framing within a conducive political opportunity structure enabled the coalition to form and pursue its goals. The union engaged in a specific frame alignment strategy, frame bridging, to explore and mobilize inte…
Revisiting voluntarism: Private voluntary regulation by Employer Forums in the United Kingdom
The abstract contributes to the literature by identifying a new form of voluntarism, the employer-led voluntarism of Employer Forums in the United Kingdom. Forums carry out private voluntary regulation to raise labour and social standards within their member firms through introducing codes of conducts and implementing norms through assessments, benchmarking, and certification. The article compares this new form with the traditional approach where…
The Social Organization of Ideas in Employment Relations
This article compares how the United States and Germany deregulated labor markets between the 1980s and 2010s in response to the rise of neoliberalism. Building on literature with a focus on ideas and national knowledge regimes, the authors argue that the trajectories of labor market deregulation across the two countries are explained by the distinct social organization of ideas. The latter refers to the actors and institutions involved in the pr…
The decay and revival of sub-UK employer organisation: A response to Dr Ritson
Dr Ritson published an article in this journal on Employer Associations (EAs) in the UK. He set out a case study of a sub-UK EA within the Engineering Employers’ Federation before criticising an article we published on countervailing power in the Human Resources Management Journal. Dr Ritson argues that we misunderstand the structures and roles of EAs, and that as a result our argument on countervailing power was misguided. We do not accept this …
Contemporary Employer Interest Representation in the United Kingdom
Focusing on employers' organizations in the United Kingdom, this article contributes to the literature on employer interest representation by advancing three interrelated arguments, which reflect how the methods, structure and interests of employer representation have evolved. First, the primary method of collective interest representation has shifted from collective bargaining, nowadays only pursued by a minority of employers' organizations, to …
Management Whipsawing: The Staging of Labor Competition Under Globalization
The authors examine management whipsawing practices in the European auto industry based on more than 200 interviews and a comparison of three automakers. They identify four distinct ways in which managers stage competition between plants to extract labor concessions: informal, hegemonic, coercive, and rule-based whipsawing. Practices at the three auto firms differed from one another and changed over time because of two factors: structural whipsaw…

Beyond the enterprise: Broadening the horizons of International HRM
In this article we argue that International HRM research will benefit from an extended research agenda that moves: i) beyond the enterprise, ii) beyond managerialism, and iii) beyond universalism. This will require both a wider range of theoretical resources to be brought to bear and a greater attentiveness to the interpenetrating levels of the empirical worlds that are subject to evaluation and explanation. The article reflects on the opportunit…
