  • Why President Biden needs to revisit—and reduce—his defense budget

Lawrence J Korb, Lawrence Korb•ARTICLE•Bulletin of the Atomic Scientists•2021

With the timing and substance of its fiscal 2022 defense budget, the Biden administration has made several poor choices that do not enhance US security in a cost-effective manner. In effect, the Biden budget ratifies a massive unnecessary defense buildup that was undertaken by President Trump

  • Formalizing the Ban

    Lawrence J Korb, Alexander J Rothman et al.•ARTICLE•Journal of Homosexuality•2013•Cited by: 1

The repeal of Don't Ask, Don't Tell (DADT) is a success story. As of September 20, 2011, one of the most egregious cases of modern day government-sanctioned discrimination has been overturned. But my (Lawrence Korb) involvement with military policy toward gays and lesbians began early in our country's journey toward open service--18 years before the creation of DADT and 30 years before the Obama Administration successfully opened the armed forces…

To compensate for these changes, the Department of Defense took three steps: developing the Total Force, which integrated the reserve component with active duty; maintaining the Selective Service System, which could be activated in case of prolonged and manpower-intensive conflict; …

  • An All-Volunteer Army? Recruitment and its Problems

    Open Access•Lawrence J Korb, Sean E Duggan•ARTICLE•PS Political Science & Politics•2007•Cited by: 9•References: 2

The current condition of Army manpower, like the situation in Iraq, is grave and deteriorating. The January 2007 decision by the George W. Bush administration to send additional ground combat and support troops to the wars in Iraq and Afghanistan has thrown the Army's manpower shortages into stark relief. This latest escalation, however, not only runs the risk of breaking the all-volunteer Army but also undermines our national security. Several q…

  • The Defense Budgetary Process

    Open Access•Lawrence J Korb•ARTICLE•Policy Studies Journal•1979•Cited by: 2

The purpose of the Defense Budget Process is to produce a force structure to support national security policy. To accomplish this task, the Department of Defense has designed a system built around planning, programming and budgeting and zero based budgeting. However, while these two systems help to marry policy and force structure, for several interrelated reasons the fit is far from perfect. These reasons include: resource constraints; inadequat…

In the Department of Defense (DOD) the budgetary process is especially important. This importance arises from three factors. First, DOD has a very thin legislative base. Nearly all of its programs must be acted on annually by the…
