The Hazards of Operations Involving Nuclear Weapons during the Cold War
This article provides an overview of the perils of U.S. and Soviet nuclear war planning during the Cold War. In particular, the article discusses instances of false alarms, when one side or the other picked up indications of an imminent attack by the other side and had to take measures to determine whether the indicators were accurate. None of these incidents posed a large danger of an accidental nuclear war, but they illustrate the inherent risk…

The Stranded USSR Submarine in Sweden and the Question of a Nordic Nuclear-Free Zone
Leitenberg, M. The Stranded USSR Submarine in Sweden and the Question of a Nordic Nuclear-Free Zone. Cooperation and Conflict, XVII, 1982, 17-28. The stranding of a Soviet submarine on the south Swedish coast and within the security perimeter of one of Sweden's major naval bases at Karlskrona had a major impact on the public and political debate on the question of a Nordic Nuclear-Free Zone (NFZ). The suggestion for a Nordic NFZ has been a recurr…
Presidential Directive (P.D.) 59
Nuclear weapons have been available to the United States since 1945, and to the USSR since 1949. Particularly in the years since 1960 the academic and analytical journal literature has contained literally many hundreds of papers dealing with the subjects of nuclear 'deterrence', 'mutual assured destruction', etc. For the most part, these papers have demonstrated a pervasive and thorough ignorance of the actual state of planning regarding the pote…
The Foreign Arms Sales Policy of the Carter Administration
This paper makes the point that the Carter Administration is continuing the US policy of spreading militarization round the world, particularly in the Third World. During the Nixon and Ford Administrations, arms sales and transfers came to be used routinely as the quid pro quo in diplomacy. As a Presidential candidate, Carter pledged to reduce US involvement in the conventional arms trade. Nonetheless, within a year of his enunciating his ‘arms s…

In recent years there have been several requests by international agencies for data on three related questions: 1) statistics concerning the depletion of nonrenewable resources in the manufacture of arms, 2) statistics on the sale of arms from developed to developing countries, 3) the proportion of arms exports in relation to total exports and aid to the developing countries. The following pages are not meant to provide the data on these question…

The Present State of the World's Arms Race
Since the League of Nations and the pre-World War II period, there has been no single volume which has provided an account of recent trends in world military expenditures, or of the state of the technological arms race, or of the success or failure of recent attempts at arms limitation or disarmament. Such material has never been available in one place to the general public nor to the academic community. In 1969 and 1970, however, the Stockholm I…
The Natural Birth of a Hypothesis
Social scientists today are so much concerned with the application of ever-more-sophisticated methodology to ever-more-complex phenomena that we sometimes neglect the straightforward observation and reporting of simple events from which all science begins. We present this article partly because it is a delightful analysis of an unusual children's game in a depressed town in Nova Scotia, and partly as a reminder that perceptive observation of huma…
